<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 24, 1987 <br /> <br />an error in original construction, and stated if any damage is <br />done by heavy vehicles during construction he will pay 20% and ask <br />the city to pay 80%; suggested drainage ditches be included in the <br />project's plans (Proper did not believe a system of ditches would <br />be save for traffic and would disrupt lawns and property and is <br />recommending curbs and gutters); and believes the condition of the <br />existing road (narrow, full of pot holes, sharp curves) causes <br />drivers to drive more carefully, and that changes will bring about <br />death and disability to the neighbors. <br /> <br />In response to Brandt's inquiry, Proper indicated the catch basins <br />on the 18th Street curve were installed about five years ago as a <br />maintenance project and are a little high. <br /> <br />Brandt assured Myslajek that council and staff is concerned about <br />creating a safe roadway. <br /> <br />Phyllis Reha, 1247 Long Lake Road, asked that the county not be <br />permitted to restripe (from three lanes to four) without residen- <br />tial input and council approval; and asked about an appeal process <br />(to build a narrower road despite the construction cost attached <br />to standards). <br /> <br />Leonard explained the County will not re-stripe without council <br />concurrence (Ramsey County wants to avoid the feeling of conges- <br />tion and clutter which they believe they are doing with the three- <br />lane road); and indicated, although he had no knowledge of a vari- <br />ance being granted, there is a Variance Committee established at <br />the State level. <br /> <br />Reha suggested the council not rush to select the cheaper alter- <br />nate if it feels there is no need for a four-lane at this time; <br />believes community groups should meet with the Variance Committee; <br />and encouraged mediation. <br /> <br />In response to Blomquist's inquiry, Proper asked that a specific <br />motion be made regarding the re-striping concern so it would be <br />included in Ramsey County's plans and agreement which would be <br />presented to the city council in February 1988. <br /> <br />In response to Haas's inquiry, Proper the narrower road would be <br />assessed at $18 per front foot rather than $13 for the wider road. <br /> <br />Oosterhuis inquired about semi-trucks using Long Lake Road; Proper <br />indicated that although the road is being built for a nine-ton ca- <br />pacity, it is designed differently than a nine-ton road in a com- <br />mercial area. <br /> <br />Oosterhuis suggested posting more "30 miles per hour" signs to <br />deter truck traffic. <br /> <br />In response to Norell's inquiry, Proper indicated serpentining the <br />sidewalk is an option for valuable trees that might be saved, not <br />for hammerhead turn-arounds. <br /> <br />Page 6 <br />
