<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 24, 1987 <br /> <br />Motion by Blomquist, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT A RESOLUTION ORDERING IMPROVEMENT PROJECT 85-1, PHASE 2, <br />LONG LAKE ROAD UPGRADING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Blomquist, seconded by Gunderman, to DIRECT STAFF TO IN- <br />CLUDE IN THE AGREEMENT WITH THE COUNTY A PROVISION THAT GUARANTEES <br />ANY RESTRIPING BE CONTINGENT UPON COUNCIL APPROVAL; AND TO COMMU- <br />NICATE WITH THE RESIDENTS THE SCHEDULE OF AND THE SPECIAL PROVI- <br />SIONS RELATING TO THE PROJECT AND WHEN THAT INPUT SHOULD BE SOLI- <br />CITED. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Blomquist, seconded by Gunderman, to WAIVE THE READING <br />AND ADOPT A RESOLUTION BANNING PARKING ON LONG LAKE ROAD UPON COM- <br />PLETION OF THE PROJECT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Blomquist, seconded by Gunderman, to AUTHORIZE STAFF TO <br />DRAFT AN AGREEMENT WITH NORTHERN STATES POWER SETTING UP A FRAN- <br />CHISE PROGRAM FOR UNDERGROUND UTILITIES ALONG LONG LAKE ROAD; AND <br />TO PREPARE AN ORDINANCE AMENDMENT AUTHORIZING ESTABLISHMENT OF <br />THAT FRANCHISE MECHANISM TO BE PREPARED AND BROUGHT BACK TO THE <br />COUNCIL WITH APPROPRIATE PUBLIC NOTICE. <br /> <br />Sinda indicated the city wants to be sure it does not give up any <br />rights. <br /> <br />In response to Gunderman's inquiry, LeFevere stated no public <br />hearing is required; Benke stated the intent would be to solicit <br />public comments through an article(s) in the "New Brighton Bulle- <br />tin." <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke thanked the residents for their input; and stated, although <br />factors will come up that we cannot anticipate, we will try not to <br />have any surprises. <br /> <br />Continuing the first public hearing, Locke reviewed the noted <br />sites on the maps. <br /> <br />As there were no questions or comments from councilor the <br />audience, Williams moved, seconded by Brandt, to CLOSE THE PUBLIC <br />HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Blomquist, seconded by Williams, to WAIVE THE READING <br />AND ADOPT A RESOLUTION APPROVING DEVELOPMENT DISTRICT AND TAX IN- <br />CREMENT FINANCING AMENDMENTS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Page 8 <br /> <br />Continuation of <br />First Public <br />Hearing <br />
