CONSIDERATION OF FINAL PAYMENT ON CONTRACT FOR CITY IMPROVE-
MENT 87-4.

4 Ayes - 0 Nayes, Motion Carried

Council Business

I

Fridgen had nothing to add to the staff report concerning the
offensive trade license for Gordon Rendering Company.

Benke stated there had been a number of complaints of odors eman-
ating from both Gordon's and Mengelkoch's rendering plants this
past year and noted the staff report indicates staff has been un-
able to determine there were so many problems this year; then
asked staff and the two applicants to discuss why we had so many
problems.

Fridgen stated tests and inspections for Gordon and Mengelkoch
passed state standards, and that visual inspections indicated
nothing was out of line. Although Fridgen was not certain why
there were more odor problems this year than in the past, he cited
unusually high temperature/humid~ty and employee error as possi-
bilities.

I

Fridgen reported that Arden Hills and New Brighton have establish-
ed an Odor Information Committee made up of representatives from
the two rendering plant companies, citizens from Arden Hills and
New Brighton, Arden Hills's Clerk/Administrator Pat Morrison, and
himself. The Committee would like to have the plants's represen-
tatives come to the Committee with answers to why there have been
so many problems this year, and what the resolution might be; the
Committee hopes to come develop solutions to the problem for the
next summer.

In response to Benke's question, Fridgen stated, from his perspec-
tive and experience, he is satisfied that the plants are being
operated at maximum efficiency and are in compliance with the
State's standards.

Page 2

Quotes: City
Well Pump #10
Report 87-272

Lease: NB Lions
Report 87-273

Correct Midcoding
Report 87-274
Resolution 87-113

Storm Water Mgmnt.
Plan (Brama)
Report 87-275
Resolution 87-114

Payment: City
Improvement 87-4
Report 87-276

Council Business

Offensive Trades
License

Gordon Rendering
Company
Report 87-275
Resolution 87-115
