<br />Council Meeting Minutes <br />November 10, 1987 <br /> <br />I <br /> <br />Tim Guzik, Gordon Rendering Company, stated they kept their equip- <br />ment and housekeeping in order but, because of the unusually hot <br />summer, were unable to keep odor down. Guzik stated a new air <br />scrubber was recently installed and believed it would help to re- <br />duce odor. <br /> <br />In response to Benke's inquiry, Guzik advised they have had meet- <br />ings with their personnel to keep them up to date, and indicated <br />there had been no changes in, or problems with, their personnel. <br />Guzik further indicated he had not discussed the odor problems <br />with anyone from Mengelkoch Company, but is now meeting with them <br />through the Odor Information Committee. <br /> <br />Benke did not believe there was any correlation between the tem- <br />perature/humidity and odor; asked if technology was not advanced <br />enough to test odor. <br /> <br />Fridgen stated there is no mechanical <br />to duplicate the sensitivity of the <br />has talked with other communities and <br />what New Brighton is doing. <br /> <br />piece of equipment developed <br />nose for odor detection; he <br />they are basically doing <br /> <br />I <br /> <br />Benke stated the problem seems to be the correlation between the <br />noses in the neighborhood and state standards that have been in <br />existence for quite some time and suggested that may be an area <br />that needs some improvement; Fridgen agreed. <br /> <br />Williams asked if the Committee will be in a position to gather <br />better information when there are complaints (log of complaints, <br />weath~r conditions, etc.); Fridgen responded they would, but indi- <br />cated the addition of chemicals during high temperature/humidity <br />did not seem to help. <br /> <br />Muriel Bakken, Mengelkoch Company, stated their tests are well <br />below standards; there will always be some odor; they only receive <br />complaints during high heat and humidity; they are processing ma- <br />terial on a daily basis; and indicated they have processed less <br />this past year than in the past five years. <br /> <br />Brandt stated it appears the results of the testing would show the <br />odor is not being as effectively controlled by Mendelkoch as it is <br />by Gordon Rendering and she asked for an explanation from Bakken; <br />none was forthcoming. <br /> <br />Benke asked if it is unique to have plants this close to resi- <br />dents; Fridgen stated plants is a residential area is not unique, <br />but having three plants in a row is unique. <br /> <br />I <br /> <br />Benke stated the test results would be over one million if the <br />five stacks were in one area; Fridgen responded it would depend on <br />the interpretation of the State's standards; Benke stated we need <br />to find a way to preclude that from happening. <br /> <br />Blomquist asked if the new air scrubber was new technology; Guzik <br />indicated it was not new technology, but noted it has a larger <br />capacity than the previous scrubber and indicated it should reduce <br />odor units. <br /> <br />Page 3 <br />
