<br />Council Meeting Minutes <br />November la, 1987 <br /> <br />I <br /> <br />Fridgen stated the element of error when calculating the numbers <br />is great and a new scrubber will not make the numbers any better. <br /> <br />Benke stated both staff and council are frustrated and, knowing it <br />is impractical to ask for zero emission standards, asked that ways <br />be found to reduce the odor. <br /> <br />For the short-term, Benke stated council and staff need to be com- <br />fortable that the plants are doing everything they can do and that <br />operator errors are eliminated to the maximum extent. For long- <br />term, he asked that the liability in maintaining that type of an <br />operation in a residential neighborhood be reviewed. <br /> <br />Guzik stated technology and equipment is being actively pursued <br />for the problem which exists allover the country. <br /> <br />Williams, in a more general sense, believes it should be a con- <br />tinuing objective of the city and the industries involved to re- <br />duce any negative impacts to an absolute minimum (good weather <br />should not be relied upon to solve the problem). Williams indi- <br />cated council is concerned not only with the impacts of odor on <br />residential areas but also on economic development potential. <br /> <br />I <br /> <br />Bakken stated she is working with the Committee to do the best <br />they can. <br /> <br />Benke asked Fridgen to forward reports of the Odor Information <br />Committee meetings to council; Fridgen stated he would do that and <br />indicated, should the committee expand in the future, he would <br />seek council's assistance in recruiting additional members, if <br />necessary. <br /> <br />Motion by Blomquist, seconded by Williams, to WAIVE THE READiNG <br />AND ADOPT A RESOLUTION APPROVING OFFENSIVE TRADES LICENSE FOR THE <br />GORDON RENDERING COMPANY. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Williams, seconded by Blomquist, to WAIVE THE READING <br />AND ADOPT A RESOLUTION APPROVING OFFENSIVE TRADES LICENSE FOR THE <br />MENGELKOCH COMPANY. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />I <br /> <br />Egan introduced Andrew Eisenzimmer who reviewed the process the <br />Financial Policy Advisory Board's subcommittee followed to estab- <br />lish the policy on insurance and briefly explained the subcommit- <br />tee's reasoning for each item on the guidelines. <br /> <br />Blomquist asked how this policy compares with other cities's poli- <br />ci~s; Eisenzimmer responded it does not differ a lot in practice, <br />but New Brighton is ahead of other cities in formalizing a policy. <br /> <br />Page 4 <br /> <br />Mengelkoch Co. <br />Report 87-276 <br />Resolution 87-116 <br /> <br />Policy: Insurance <br />Report 87-278 <br />Report 87-117 <br />
