<br />Council Meeting Minutes <br />November 10, 1987 <br /> <br />I <br /> <br />Councilmembers thanked Eisenzimmer for FPAB's research and time, <br />and felt it was an excellent discussion and presentation. <br /> <br />Motion by Blomquist, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT A RESOLUTION APPROVING THE POLICY ON INSURANCE. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Eisenzimmer reviewed the interviews with the final candidates for <br />the auditor for 1988 and indicated the Financial Policy Advisory <br />Board is recommending Voto, Tautges, Redpath and Company, Ltd. <br />Although the quote from Voto et al was slightly higher than the <br />lowest bid, Eisenzimmer indicated the Board is recommending the <br />firm based on their extensive Management Report which councilmem- <br />bers and staff use as a tool, their past performance, and their <br />qualifications. <br /> <br />I <br /> <br />In terms of expectations, Benke asked if all bidders were apprised <br />of the importance placed on the Management Report; Eisenzimmer <br />stated they were. <br /> <br />Egan stated the other two finalists use a Management Letter rather <br />than a Report, and noted Voto's Management Report includes a Man- <br />agement Letter. Brandt recalled that Voto also uses transparen- <br />cies when presenting their annual report to the council. <br /> <br />Motion by Brandt, seconded by Williams, to WAIVE THE READING AND <br />ADOPT A RESOLUTION APPROVING THE SELECTION OF THE AUDITOR FOR 1988 <br />(VOTO, TAUTGES, REDPATH AND COMPANY, LTD). <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Locke briefly reviewed staff report concerning the land use ele- <br />ment of the Comprehensive Plan, stating it is staff's intent to <br />give council another chapter each council meeting and it will <br />ultimately be put together in one package for approval shortly <br />after the first of the year. <br /> <br />Benke asked about action in a land use/rezoning case; LeFevere <br />stated the recent California case involved interim zoning which <br />deprived the owner of all use, and indicated the suggested changes <br />in New Brighton's zoning does not include interim zoning. <br /> <br />I <br /> <br />Benke questioned specific portions/language of the chapter (build- <br />ings over 150 feet high, distinction between small and large of- <br />fice developments, distinguish senior housing when necessary); <br />Locke clarified some of the concerns and, where necessary, will <br />have changes made. <br /> <br />Williams asked that the old and new language be set up in such a <br />manner that they can be compared; Locke stated he would set it up <br />in a comparable format, and indicated the most important changes <br />are goals and policy statements which can be highlighted. <br /> <br />Page 5 <br /> <br />Selection of <br />1988 Auditors <br />Report 87-279 <br />Resolution 87-118 <br /> <br />Comprehensive <br />Plan - Land Use <br />update <br />Report 87-280 <br />
