Council Meeting Minutes
November 10, 1987

I

Councilmembers thanked Eisenzimmer for FPAB's research and time,
and felt it was an excellent discussion and presentation.

Motion by Blomquist, seconded by Brandt, to WAIVE THE READING AND
ADOPT A RESOLUTION APPROVING THE POLICY ON INSURANCE.

4 Ayes - 0 Nayes, Motion Carried

Eisenzimmer reviewed the interviews with the final candidates for
the auditor for 1988 and indicated the Financial Policy Advisory
Board is recommending Voto, Tautges, Redpath and Company, Ltd.
Although the quote from Voto et al was slightly higher than the
lowest bid, Eisenzimmer indicated the Board is recommending the
firm based on their extensive Management Report which councilmem-
bers and staff use as a tool, their past performance, and their
qualifications.

I

In terms of expectations, Benke asked if all bidders were apprised
of the importance placed on the Management Report; Eisenzimmer
stated they were.

Egan stated the other two finalists use a Management Letter rather
than a Report, and noted Voto's Management Report includes a Man-
agement Letter. Brandt recalled that Voto also uses transparen-
cies when presenting their annual report to the council.

Motion by Brandt, seconded by Williams, to WAIVE THE READING AND
ADOPT A RESOLUTION APPROVING THE SELECTION OF THE AUDITOR FOR 1988
(VOTO, TAUTGES, REDPATH AND COMPANY, LTD).

4 Ayes - 0 Nayes, Motion Carried

Locke briefly reviewed staff report concerning the land use ele-
ment of the Comprehensive Plan, stating it is staff's intent to
give council another chapter each council meeting and it will
ultimately be put together in one package for approval shortly
after the first of the year.

Benke asked about action in a land use/rezoning case; LeFevere
stated the recent California case involved interim zoning which
deprived the owner of all use, and indicated the suggested changes
in New Brighton's zoning does not include interim zoning.

I

Benke questioned specific portions/language of the chapter (build-
ings over 150 feet high, distinction between small and large of-
fice developments, distinguish senior housing when necessary);
Locke clarified some of the concerns and, where necessary, will
have changes made.

Williams asked that the old and new language be set up in such a
manner that they can be compared; Locke stated he would set it up
in a comparable format, and indicated the most important changes
are goals and policy statements which can be highlighted.

Page 5

Selection of
1988 Auditors
Report 87-279
Resolution 87-118

Comprehensive
Plan - Land Use
update
Report 87-280
