<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 22, 1987 <br /> <br />In response to Benke1s question, the applicant stated he agreed to <br />the two conditions. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Mattila reviewed history of request and the staff report for a <br />petition to vacate a portion of Old Highway 8; and indicated staff <br />is recommending, from an economic development point of view, de- <br />nial of the request based on its high visibility and the potential <br />long-term use of the site for what would be considered a somewhat <br />marginal use. <br /> <br />Brandt asked if it would be feasible to place screening materials <br />on I-35W's right-of-way. Mattila responded there is a cyclone <br />fence which separates the subject site from the freeway's right- <br />of-way so the screening would have to be done outside the fence <br />with the approval of State Highway Department which would have to <br />be a joint effort between the city, applicant, and the state. <br /> <br />In response to Benke's question, Mattila responded that no render- <br />ing of building is available at this time. <br /> <br />John Robinson, president of Robinson Coach, showed pictures of his <br />and nearby sites which indicates his property is not very visible <br />from I-35W, and explained a model of the building and the site; <br />pointed out the northernmost point of his land is in Mounds View; <br />would like to know he has the additional land before spending dol- <br />lars for an architect; has heard Old Highway 8 is to be moved to- <br />ward the west, which would further satisfy the city's setback re- <br />quirements. <br /> <br />In response to Williams's inqulrles, Robinson stated the garage <br />doors would be the same color as the building itself, which would <br />make the doors less visible, and it will be a metal building. <br /> <br />Benke stated, <br />Robinson's land <br />if Robinson had <br />had not because <br />there forever. <br /> <br />again, the city is faced with the fact that <br />is in the redevelopment area of the city and asked <br />considered relocating his site; Robinson stated he <br />he could see no reason why his firm could not stay <br /> <br />Benke asked staff what they might have in mind for an alternate to <br />a bus garage; Locke believed some type of small industrial use is <br />the best, and pointed out the southern portion of Robinson's land <br />has some non-conformities which the city would not be required to <br />address for the bus garage site but is a part of the over-all <br />operation. <br /> <br />In response to Brandt's question, Mattila stated some of the non- <br />conformities are: no concrete curbing in the front yard; front <br />yard being used for parking; entire front yard not landscaped <br />(that has been addressed over the last few years); sideyard set- <br />backs for residential units are less than the required 15 feet; <br />and vehicular doors facing the street are less than 50 feet from <br />the public right-of-way (now being used for bus maintenance). <br /> <br />Page 11 <br /> <br />Vacation: Old <br />Highway 8 <br />Robinson Coach <br />Report 87-239 <br />
