<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 22, 1987 <br /> <br />Motion by Gunderman, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT A RESOLUTION APPROVING PL-163. <br /> <br />In response to Williams's inquiry, Hackworthy stated construction <br />would begin this Fall following final council approvals on October <br />13, 1987; will be appearing before the Rice Creek Watershed Dis- <br />trict tomorrow night; and indicated the old building would con- <br />tinue to function while the new one is being built, with final im- <br />provements being made in the Spring. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Gunderman, seconded by Brandt, to APPROVE LP-216 SUBJECT <br />TO THE FOLLOWING CONDITIONS: <br /> <br />I. APPROVAL OF PL-163; <br />2. APPLICANT TO SUBMIT PLANS AND SPECIFICATIONS TO THE MINNESOTA <br />POLLUTION CONTROL AGENCY FOR REVIEW AND COMMENT; <br />3. CONSTRUCTION OF THE PROPOSED SECOND PHASE CONDITIONED ON A <br />POSITIVE PERFORMANCE REPORT FOR PHASE ONE REGARDING PARKING <br />SUPPLY; <br />4. THE 6,600 SQUARE FOOT EXTERIOR STORAGE AREA TO THE WEST OF THE <br />PROPOSED PHASE I BE ELIMINATED UPON COMPLETION OF PHASE II OF <br />THE PROPOSED HARDWARE BUILDING; <br />5. ONCE THE EXTERIOR STORAGE AREA IS REMOVED, THE AREA WEST OF <br />THE BUILDING WOULD BE PAVED AND ADDITIONAL PARKING STALLS PRO- <br />VIDED; <br />6. PROVISION OF BREAKAWAY LOCK AND CHAIN ON STORAGE AREA GATE; <br />7. APPROVAL OF GRADING AND DRAINAGE PLANS BY CITY ENGINEER; <br />8. PROVISION OF A DUMPSTER ENCLOSURE; <br />9. PROVISION OF SECURITY LIGHTING AND PARKING LOT LIGHTING; <br />10. POURED-IN-PLACE CONTINUOUS CONCRETE CURBS IN PARKING AREA <br />ALONG OLD HIGHWAY 8 AND WALBURN COURT; AND <br />II. PROVISION OF A PERFORMANCE BOND IN AN AMOUNT EQUAL TO 100% OF <br />THE SITE AND LANDSCAPE PLAN IMPROVEMENTS EXCLUDING THE PROPOS- <br />ED BUILDINGS. <br /> <br />Hackworthy stated applicant is in approval with all of the condi- <br />tions. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke announced Mr. Loscheider had given council a memo dated Sep- <br />tember 22, 1987; Proper reviewed staff report concerning the as- <br />sessment for copper pipe. <br /> <br />LeFevere stated the information in Loscheider's memo did not <br />contain new information; and that he was aware of the information <br />contained therein at the last council meeting.
