<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 8, 1987 <br /> <br />Announcements and Updates <br /> <br />Sinda reported to council that the New Brighton Chamber of <br />Commerce is interested in sponsoring charitable gambling (pull <br />tabs) at Brandywine and Main Event; this item will be coming to <br />council in a few weeks; and all the plans have been approved by <br />Police Chief. <br /> <br />Benke indicated he had no major objection to the Chamber doing <br />that type of thing, but suggested any problems that have developed <br />should be reviewed; Sinda reported there have been no problems <br />with the Lion or the American Legion. <br /> <br />Having attending the Ramsey County League of Local Government <br />meeting at which charitable gambling had been discussed, Williams <br />believes it would be a good idea to review the current gambling <br />situations so we can recognize our responsibilities. <br /> <br />LeFevere stated with the new statutory provision the city no <br />longer has authority to license gambling, but it does have the <br />power to regulate gambling; and the ordinances which are set up <br />for a licensing procedure do not apply, but there are still <br />substantial regulatory grounds. <br /> <br />Benke asked if there was any sense of urgency to get into the bus- <br />iness; Sinda commented the Chamber wanted to start yesterday. <br /> <br />Gunderman would be in favor of the licenses with the understanding <br />it will be reviewed; Benke believes we need to take a look at it. <br /> <br />Williams felt the three percent fee should be imposed prior to <br />having the licenses issued rather than later; Blomquist under- <br />stands the three percent fee has to be documented by expenditures <br />on the part of the city, and it does require an officer's time to <br />monitor it. <br /> <br />Williams believes we need to gather more information; perhaps <br />there are some things we should be looking at on a legal basis. <br /> <br />Benke feels the chamber, residents, and the councilmembers need to <br />understand what we are getting involved with; asked Williams and <br />Sinda to put the item on a future council meeting agenda. <br /> <br />Williams will get some information into the packet, and perhaps <br />have a resource person present at the meeting to answer questions. <br /> <br />Page 9 <br /> <br />Announcements <br />and Updates <br /> <br />Charitable <br />Gambling <br />Sponsored <br />by the New <br />Brighton <br />Chamber of <br />Commerce <br />
