Winkels City Planner <br />SUBJECT: Traffic Proposals for Rice Creek Plaza <br />At its September 15th meeting, concern was stated for the <br />number of driveways on Silver Lake Road and also for the general <br />internal/external circulation patterns of the proposed shopping <br />center.: <br />Since that meeting the applicant, R.C.E. Corporation,. has <br />had -a consulting firm study the.. situation and report on possible <br />.alternatives. The applicant and consultant have provided new <br />information in 'the form of actual, rather than. estimated, <br />traffic volumes-during peak hours, a revised, proposed plan <br />for-driveways `off of 'Silver Lake Road, and two alternative <br />designs for driveway location that were considered.:.. <br />The..updated traffic volume sketch inaicatesthat actual <br />traffic is higher thane the. estimated volume, particularly for <br />' northbound traffic, which s;shown to be nearly :double that ;. <br />estimated in the September 7 Traffic Impact'Ananyss. The. <br />consultant has indicated, however, that he ees no change in ~- <br />the estimated number of trips generated as a result of the <br />proposed development. <br />The revised proposed pion the applicant and consultant <br />have provided his as its :main features the closing of the <br />Super Valu's southern driveway on Silver Lake .Road and the. <br />closing of the .Taco John.'s driveway. on Silver .Lake Road. In <br />addition,'the°man driveway for the shopping center has:.been <br />positioned approximately fine (5) feet farther south which:. <br />would create a slight off-set in alignment with the ,:driving <br />lane located directly in front of the shopping center. The <br />applicant has indicated that the owners of the Super Valu and <br />Taco.'John`s have agreed to close the above mentioned driveways. <br />In an agreement to close the Taco John driveway the R.C.E.' _, <br />Corporation would..-.provide `access to Tack John's from-the <br />southern shopping center driveway running just south of the <br />proposed steak house. <br />
