Winkels City Planner SUBJECT: Traffic Proposals for Rice Creek Plaza At its September 15th meeting, concern was stated for the number of driveways on Silver Lake Road and also for the general internal/external circulation patterns of the proposed shopping center.: Since that meeting the applicant, R.C.E. Corporation,. has had -a consulting firm study the.. situation and report on possible .alternatives. The applicant and consultant have provided new information in 'the form of actual, rather than. estimated, traffic volumes-during peak hours, a revised, proposed plan for-driveways `off of 'Silver Lake Road, and two alternative designs for driveway location that were considered.:.. The..updated traffic volume sketch inaicatesthat actual traffic is higher thane the. estimated volume, particularly for ' northbound traffic, which s;shown to be nearly :double that ;. estimated in the September 7 Traffic Impact'Ananyss. The. consultant has indicated, however, that he ees no change in ~- the estimated number of trips generated as a result of the proposed development. The revised proposed pion the applicant and consultant have provided his as its :main features the closing of the Super Valu's southern driveway on Silver Lake .Road and the. closing of the .Taco John.'s driveway. on Silver .Lake Road. In addition,'the°man driveway for the shopping center has:.been positioned approximately fine (5) feet farther south which:. would create a slight off-set in alignment with the ,:driving lane located directly in front of the shopping center. The applicant has indicated that the owners of the Super Valu and Taco.'John`s have agreed to close the above mentioned driveways. In an agreement to close the Taco John driveway the R.C.E.' _, Corporation would..-.provide `access to Tack John's from-the southern shopping center driveway running just south of the proposed steak house.
