September 28, 1976 Alternative No 1 considered by the consultant shows just one driveway to `the shopping 'center located somewhat sou h of the originally proposed driveway. This alternative would provide a "T"-type arrangement for vehicles entering the shopping center. The consultant has indicated that this alternative is no`t recommended because of the ;increased turning movements created and potential traffic problems. The southern Super Va1u driveway `and the Taco John's driveway would remain open under. this proposal. Alternative. No. 2 again shows juste. one driveway to the shopping 'center, with the -location ' in this alternative the southern Super Valu driveway and Taco John's driveway would be closed with Taco John's having,an access easement from the shopping center driveway, The :consultant has noted that this aiternat'ive.has not been proposedbecause northbound traffic would-have difficulty locating"-the .driveway and may wind up using the northern Super Valu-driveway. The Consultant has indicated that 'the proposed plan has been recommended over the other alternatives because the number of driveways on Silver. Lake Road would not be increasing, and the plan would provide-fore. the best driveway identification and internal circulation. In regards to the proposed-plan,- the closing of the two`mentioned`driveways may help solve the problem of a proliferation of.access points on Silver Lake Road, as expressed :at the Council Meeting: The location of the main. driveway would still remain relatively the same.'andwould. still create a somewhat direct .route o-.the front of the shopping center. This concern may; be ,somewhat`ailevated by',the slight off-setting of the driveway plus the placing of stop: signs at `the intersection-near the southeast corner of the shopping center: We would note :that the revised plans do not indicate changes in circulation off. of ..Mississippi Street. The R.C.E. Corporation has indicated that the:'Super.Valu would like, to retain both of their:. driveways. on Mississippi Street to accommodate deliverytrucks.andstore customers. In regard. to the proposed revision, we would comment that it does improbe'circulation in the area by eliminating two driveways. This simplifies the-traffic movements in the area and reduces the number of potential.conflictpointswith the Silver Lake Road traffic streams, we believe the reasoning behind the recommended alternative is sound and that this plan is 'preferable to .the .available alternatives.
