Lewcock, City Manager <br />FROM: James F, Winkels, City Planner <br />SUBJECT: Rice Creek Plaza Circulation Proposal <br />At the September 28th Council meeting, the R,C.E. <br />Corporation presented three circulation plans for the pro- <br />posed Rice Creek°Plaza shopping center. Concern was 'expressed <br />for-the number and location of driveways on Mississippi Street <br />and'Silver Lake Road. <br />The applicant has again submitted a revised circulation <br />plan for Council consideration.' Thee primary features of the <br />plan are: <br />1. The two proposed driveways fer the 'shopping <br />°`center have been interchanged---that is, the <br />applicant has shown-.the 45-foot ma in.driveway <br />'being located just north of`Taco John's-and <br />.the secondarydriveway.is now shown when the: <br />original main driveway was located. This secondary <br />driveway we presume would be-26 feet in width. <br />2. Theapplicant has verbally indicated that Taco <br />John's has agreed to close its driveway on`Silver <br />`Lake Road in exchange fore-two (2)~access ease- <br />ments along the proposed main driveway. <br />3. The. applicant has .verbally indicated that Super <br />Valu has. agreed to close its southern driveway <br />on Silver Lake Road, its western driveway on <br />Mississippi Street, and has also agreed to grant <br />an access easement to the vacant service station <br />property from its northern driveway on Silver <br />hake. Road. <br />In turn, Super Valu has insisted, according to <br />the applicant, upon an entrance to their parking <br />lot from the shopping center's proposed secondary <br />driveway on Silver Lake Road. <br />4: The'applcant has :verbally indicated that he <br />would grant an access easement to the remaining <br />parcel just east of the. veterinaryclinic. <br />
