r <br />Page 2 <br />R,C,E, Corporation <br />The applicant has indicated that the-two shopping center <br />driveways on Silver Lake .Road .have. been interchanged to facilitate <br />the overall circulation in the event that the property south `of <br />the proposed shopping center is developed for commercial uses, <br />The app leant has provided a'diagram of-a possible development <br />for this parcel. <br />In regard to this proposed revision,.-we'would comment <br />that: the closing of driveways to Taco John's and Super valu, <br />and the further ..granting of access easements to the `vacant <br />service 'station, the vacant property east of the-veterinary <br />clinic and to Taco John's does 'improve circulation, This <br />would simplify traffic movements in the area and reduce the. <br />number of ,potential conflict points with the Silver Lake <br />Road and Mississippi Street traffic streams. <br />Relative to the interchanging of the location of the, <br />.main and secondary driveways, we would question the reasoning <br />' for such a revision. Specifically, at the last Council meeting <br />the applicant's traffic consultant stated that the original <br />location for the main driveway was essential for visibility <br />>to the shopping center. The traffic consultant stated that <br />it was his opinion .that northbound traffic would be past the... <br />southern entrance before they recognized it as the entrance.. <br />to the center, It-would appear that while the plans may show <br />otherwise the function of the two driveways would remain un- <br />changed.:. We would suggest that if two driveways are permitted <br />on Silver Lake Road and if the variance is apQroved for the <br />increased driveway width that the driveways be constructed as <br />originally planned. <br />A further comment regarding the revised. proposed plan <br />concerns-.itself with Super valu's request foran-entrance to <br />their .,parking lot from the northern shopping center driveway. <br />The same concern is questioned for the most easterly entrance <br />to the proposed steak house on the south side of this .driveway. <br />The concern is that entrances in these locations may create <br />conflict points and additional turning movements near the <br />driveway entrance on Silver Lake Road, We would suggest that- <br />these entrances be closed if the applicant's proposal is <br />aPProved. <br />• Basically, we feel the proposed revision is acceptable <br />except as noted in the concerns expressed above. <br />s _ _ - - <br />°, <br />,, <br />
