New Brighton Planning Commission -<Board of Review - November 15, 1977 <br />Discussion: MacGillis and Gibbs <br />The Director of Community Development reviewed the background of the <br />request to 'substitute a fence for an evergreen screen along the property <br />lines of the MacGillis and Gibbs property_ <br />Mr. Robert Norgard was present representing MacGillis and Gibbs. <br />Commissioner Wickland asked Mr. Norgard how much work had been completed <br />and how much fencing would be installed if the request were approved. <br />Mr. Norgard stated that 400 feet of 8 ft. high fence had already been <br />installed along 5th Ave. NW and that about, 1200 additional feet of <br />fencing would have to be added on both 5th Ave. & lst 8t In reply to <br />another question by Commissioner Wickland, he stated that they would <br />propose to construct the fence on the property line and that 7 ft. of <br />boulevard would remain between the fence and the curb line. <br />Commissioner Doyle asked how long the fence would last. <br />Mr. Norgard stated that it would last for 30 years. <br />In reply to a question by Councilman Fisher, Mr. Norgard stated that <br />there were approximately 7 to 8 feet between the fence and the stacks <br />of poles. <br />Councilman Fisher asked if that area could be attractively landscaped <br />with grass. <br />Mr. Norgard stated that that space must be kept clean for maneuvering <br />machinery. <br />Councilman Fisher suggested that over a time-the poles could perhaps <br />be moved back a few feet. <br />At 8:10 Commissioner Anderson arrived. <br />The Director of Community Development asked Mr. Norgard if it would be <br />possible to put jogs in the fence line similar to the manner of <br />construction of the noise barriers on the freeways and then plant one <br />or two evergreen trees in each jog. <br />Mr. Norgard indicated that he thought that would be possible.. <br />Motion by Wickland, seconded by Medved, to recommend <br />that it approve a revision of the landscape and plot <br />and Gibbs with the substitution for the proposed lin <br />an articulated fence with evergreen trees planted in <br />fence line and that such revised plan be reviewed at <br />the Planning Commission. <br />Motion carried - 4 - 0 <br />to the City Council <br />plan for MacGillis <br />e of evergreens of <br />the jogs of the <br />a later-date by
