March 16, 1978 <br />.,: <br />At. <br />Review of Revised Site and Landscape Plans <br />MacGillis and Gibbs <br />440-5th Ave. N.W. <br />PURPOSE: <br />Review of plans for revision of VN-167 as requested by MacGillis <br />and Gibbs. <br />BACKGROUND : <br />In March of 1977 MacGillis and Gibbs was granted a variance to <br />permit the use of a mobile home trailer as an office, with the <br />condition that they would construct a 6-foot stockade fence <br />around a portion of their property and that the remaining front- <br />age along 5th Avenue and lst Street N.W. would be provided with <br />screening in the form of spruce trees. The site and landscape <br />plan was approved by the Council on March 22, 1977. <br />In October of 1977, MacGillis and Gibbs requested a revision of <br />the approved site plan by substituting the spruce trees with a <br />continuation of the stockade fence. <br />The Board of Review, at its November 15, 1977 meeting, carried <br />a motion to recommend to the City Council that it approve a <br />revision of the landscape and plot plan for MacGillis and Gibbs <br />allowing them to construct the stockade fence around their <br />property in substitution for the proposed line of evergreens. <br />It was also recommended that the new landscape and plot plan <br />would include jogs in the fence with evergreen trees planted in <br />the jogs,and that the revised plan be reviewed at a later date <br />by the Planning Commission. <br />At the December 13, 1977 Council meeting a motion was carried to <br />direct the administration to draft a resolution revising condi- <br />tions of variance VN-167 as requested by the applicant with the <br />stipulation as outlined by the Planning Commission, and to <br />direct that this item not be placed on the Council agenda until <br />after review of the plan by the Planning Commission. <br />The revised site plan and details for the MacGillis and Gibbs <br />stockade fence is consistant with the Planning Commission's <br />design requests. The plan calls for five jogs in the fence <br />along the 1,800 foot span along Fifth Avenue NW. Each jog is <br />28 feet wide at the front line of the fence and is 12 feet in
