Page 4 — January 23, 2007 New Brighton Council Minutes <br />F orant Fernelius- Director of Community Development reviewed the term sheet, outlining <br />me of the key components. Construction would start on or about April 30, 2007, with <br />mpletion expected in 2008. The developer has agreed to pay a portion towards a traffic <br />signal at the entrance if determined necessary. <br />Motion by Council Member Doffing, seconded by Council Member Hoffman to <br />approve the enclosed term sheet with API Group, Inc. for office development of Outlot <br />A in the Northwest Quadrant, and authorize the Mayor and Acting City Manager or <br />City Manager to execute a development agreement consistent with these terms. <br />5 Ayes - 0 Nays, Motion Carried <br />4. Acceptance of 2006 Pay Equity Report, Report No. 07 -019 <br />Acting City Manager Troha gave an explanation of the Pay Equity report, stating it was put <br />into place in the 1980's to address any gender based discrimination in compensation plans. <br />Councilmember Doffing questioned the past performance of the City. <br />IN�cting Manager Troha, explained in 2002 we were out of compliance. <br />ouncilmember Burg stated she wanted the public to know how the personnel budget is <br />Walculated. Councilmember Bauman questioned the authority of each City to determine the <br />pay for their employees and questioned weather the state can make that determination. <br />Acting Manager Troha explained we look at nine comparable cities, and we try to fall in the <br />middle of that range. Pay Equity ensures that female dominated classes and male dominated <br />classes receive comparable pay. <br />Motion by Council Member Doffing, seconded by Council Member Hoffman to <br />approve the attached 2006 Pay Equity Report to be submitted to the State of <br />Minnesota, Department of Employee Relations. <br />5 Ayes - 0 Nays, Motion Carried <br />5. Discussion related to work session audio recording. <br />Councilmember Doffing requested that all City Council work sessions be recorded <br />audibly on or off site. The councilmembers all agreed that it would be beneficial to <br />t iave all work sessions recorded. <br />otion by Council Member Doffing, seconded by Council Member Hoffman that all <br />ty Council work session would be audio recorded and archived by the City. <br />5 Ayes - 0 Nays, Motion Carried <br />4.
