Section 14-060. Properties With More than One Street Side Each land use in a R 3, R 4, R 5 business or Indus ria district may display signs on each street or road side on which such land abuts in accordance with the Table of Basic Design Elements. Section 14-180 shall be controlling in areas of special control and Section 14-200 (c) shall be controlling for buildings having multiple occupancy_ In R-l, and R-2 districts, land uses may display name only except as provided in Section 14-200 (d) In R-3, R-4 and R-5 districts, land uses may display name and telephone number only except as provided in Section 14-200 and may display only one sign per street side. In business and industrial districts land uses may display a maximum of eleven (11) items of information per street side. Section III. Section 14-070 of Appendix I of the 1966 Code of Ordinances. of the City of New Brighton is hereby amended to read as follows: SECTION 14-070. General Standards Applicable to All a. No signs except those excluded by Section 14-030 shall be constructed unless specifically permitted by Chapter XIV. b. Banners, balloons, pennants, streamers, strings of lights, search lights or whirling devices or any such devices or signs resembling the same are prohibited from use except when in conjunction with grand openings (the initial commencement of business) and then shall be allowed for the week or part thereof of said grand opening. On Monday following such opening, all such displays shall be removed. c. Illuminated signs shall be shaded wherever necessary to avoid casting bright light upon property located in any residential district or upon any public street or park. d. All sign illumination shall be steady, non-flashing, non- intermittent lights, except for signs w'rnich provide time and temperature, in which case only the time and temperature portion of such sign may flash or be intermittent, e. Moving signs are prohibited. Movement means to be animated or to revolve, to move up and down or sideways, mechanically or otherwise. f. No sign shall be used at any location or in any manner where it may be confused or construed as a traffic control device or create a traffic. hazard. g. All signs shall be constructed in such a manner and of -.such material that they shall be safe and substantial, provided that nothing in this ordinance shall be .interpreted as authorizing the erection or construction of any signs not now permissible under the zoning or building or electrical code of the city. Signs which become unsafe shall be'repaired or removed by the building inspector.
