Section 14-060. Properties With More than One Street Side <br />Each land use in a R 3, R 4, R 5 business or Indus ria <br />district may display signs on each street or road side on <br />which such land abuts in accordance with the Table of Basic <br />Design Elements. Section 14-180 shall be controlling in <br />areas of special control and Section 14-200 (c) shall be <br />controlling for buildings having multiple occupancy_ In <br />R-l, and R-2 districts, land uses may display name only <br />except as provided in Section 14-200 (d) In R-3, R-4 <br />and R-5 districts, land uses may display name and telephone <br />number only except as provided in Section 14-200 and may <br />display only one sign per street side. In business and <br />industrial districts land uses may display a maximum of <br />eleven (11) items of information per street side. <br />Section III. Section 14-070 of Appendix I of the 1966 <br />Code of Ordinances. of the City of New Brighton is hereby <br />amended to read as follows: <br />SECTION 14-070. General Standards Applicable to All <br />a. No signs except those excluded by Section 14-030 shall <br />be constructed unless specifically permitted by <br />Chapter XIV. <br />b. Banners, balloons, pennants, streamers, strings of <br />lights, search lights or whirling devices or any such <br />devices or signs resembling the same are prohibited <br />from use except when in conjunction with grand <br />openings (the initial commencement of business) and <br />then shall be allowed for the week or part thereof of <br />said grand opening. On Monday following such opening, <br />all such displays shall be removed. <br />c. Illuminated signs shall be shaded wherever necessary to <br />avoid casting bright light upon property located in <br />any residential district or upon any public street or <br />park. <br />d. All sign illumination shall be steady, non-flashing, non- <br />intermittent lights, except for signs w'rnich provide <br />time and temperature, in which case only the time and <br />temperature portion of such sign may flash or be <br />intermittent, <br />e. Moving signs are prohibited. Movement means to be <br />animated or to revolve, to move up and down or sideways, <br />mechanically or otherwise. <br />f. No sign shall be used at any location or in any manner <br />where it may be confused or construed as a traffic <br />control device or create a traffic. hazard. <br />g. All signs shall be constructed in such a manner and of <br />-.such material that they shall be safe and substantial, <br />provided that nothing in this ordinance shall be <br />.interpreted as authorizing the erection or construction <br />of any signs not now permissible under the zoning or <br />building or electrical code of the city. Signs which <br />become unsafe shall be'repaired or removed by the <br />building inspector. <br />
