t <br />5. <br />V ;ouncil Proceedings <br />City of New Brighton <br />Dec. 13, 1977 <br />The Attorney stated the hearing was properly called.. <br />The Director 6f Community Development reviewed <br />the planning report and Planning commission recommendations. <br />Douglas Johnson, 1495 Gardenia, Fridley, representing <br />applicant, was present to answer council questions. <br />John Binger, 2679 16A Street, asked the location of <br />the proposed drainage easement, the required setback <br />areas and the orientation for housing on the two proposed lots. <br />He noted an existing problem of snow storage at the <br />present time in the cul-de-sac. He further noted the <br />storm drain in 16A Street is located adjacent to the <br />west of his lot and that there is presently water standing <br />in the cul-de-sac after periods of rain. <br />Councilman Fisher questioned the Director of Community <br />Development regarding a need for a combined driveway. <br />The Director of Community <br />there was concern to have <br />storage at the end of the <br />a combined driveway would <br />the lot front rather than <br />taken by separate drivewa, <br />Development responded that <br />adequate space for snow <br />cul-de-sac and that <br />take only 20 feet of <br />the 40 feet that would be <br />Doug Johnson, stated in reply to a question by <br />Councilmmn Werdouschegg, that there presently is a drain <br />depression in the berm adjacent to the church <br />parking lot that allows water to drain toward 16A Street. <br />Motion by Hardt, seconded by Senden to close hearing <br />5 ayes- 0 nayes- carried <br />Motion by Hardt, seconded by Fisher to direct <br />the staff to draft a resolution approving VN-177 with the <br />following findings of fact: <br />1. Unique circumstance is present because the cul-de-sac was <br />not installed deep enough to the applicant's <br />property; <br />2. Hardship is present because development of the single <br />lot would be uneconomical; <br />such resolution to include the following conditions: <br />1. The applicant create and maintain a 10 foot landscape <br />-strip including 3-foot berm and plantings <br />between the church parking lot and the two lots <br />to be created; <br />VN-177 <br />9:41 to <br />10:15 <br />3 <br />1 <br />i?
