Second, smaller, less expensive homes would be compatible <br />with the adjacentsinglefamily homes. Thirdly, the proposed <br />comprehensive plan suggests in other areas of the city that. there <br />be a gradation from higher density developments-to single family <br />areas. While the proposal in this case is for single: family homes,. <br />the somewhat higher density proposed may'serve the function of the <br />gradation from a high density area to a single family area. <br />There is some vacant or under-used property to he north and east <br />of the applicant's property. The applicant.-has indicated that he <br />has attempted to purchase additional. property but had hotbeen <br />successfulin this regard. <br />Planningt Commission Review &_'_Recommendaton: <br />The applicant originally submitted a plat to the Planning Commission <br />that had `$ lots and a somewhat longer cul-de-sac. At their <br />February 21st meeting the Planning Commission indicated that they <br />-felt the 8 lots was excessive and asked the applicant to consider <br />a plat with just.? lots. The applicant revised the plat for the <br />March'Planning Commission meeting by shortening the cul-de-sac , <br />though 8 -lots were again proposed. The Planning Commission <br />reiterated their concern-for the number of lots and took action <br />to recommend approval of the plat with the condition that there <br />be no more than 7 lots and that the 30 foot front yard setback <br />be observed (see .attached resolution 78-5.) Since the last <br />Planning Commission meeting the applicant has submitted a revised <br />plat showing 7 lots in line with the Planning Commission recommend- <br />ation. One exception, however,. is that the current revision still <br />requests that the homes have a 25 foot front yard .setback versus <br />the 30 feet required.. The revised plat also shows the street <br />right-of-way being reduced to 50 feet. The City Engineer has <br />indicated general approval of this .reduced width as the cul-de-sac <br />is very short and would serve just the 7 lots. .The Engineer also.- <br />noted, however, that .the standard right-of-way width is 60 feet. <br />With the reduced right-of-way width the lot depths (125 feet) are <br />very near the average throughout the city and for that reason we <br />do not feel a reduction in front yard setback is warranted. <br />Also attached .are staff reports received by the Planning Commission <br />and information submitted by the applicant. <br />
