That the applicant present a revised <br />grading plan beforeā¢taking any action <br />on construction on lots 3,4,5,6 and 7; <br />3. That all drainage and utilities be subject <br />to approval of the City Engineer; <br />4. That erosion control measures be implemented <br />during and after construction; <br />S. That the applicant provide perpetual deed <br />restrictions, acceptable to the City Attorney, <br />that prohibits alternation to the slope, <br />grades shown on-the preliminary plat, or <br />vegetation for Lots 3, 4,5, and 7, without <br />the written approval of the Director of <br />Community Development; <br />3 <br />b. That the plans be subject to approval of <br />the City Engineer. <br />5 ayes - 0 Hayes -carried <br />VN- L8 4 <br />The Director of Community Development stated Report 78-13~ <br />there were no additions to the staff report. <br />The applicant, Keith Harstad, reviewed his 8:06 to-9:05 <br />proposal. <br />Ronald Nelson, 2087 Violet Lane, asked what provisions <br />for off-street parking were made at the property and <br />whether the ponds would be filled to provide for building <br />of a garage-and whether this lot will be available <br />for a garage in the future. <br />Mr. Harstad stated he can make provisions for blacktopping <br />- but did not envision building of a garage as <br />feasible on this lot. <br />Arnold Rollands, 1555 Silver Lake Road spoke in <br />opposition to filling of the ponds. He stated these <br />ponds were a part of Stony Lake. He stated he also <br />had concerns for safety at the driveway. He also <br />questioned the sewer hookup for this lot.- <br />Leonard Nyholm, 1589 26th Avenue NW, presented pictures <br />he had from the Army Corp of Engineers. Mr. Nyholm <br />stated he felt a house should not be built and~let <br />alone granting of a varaince. He stated the developer <br />has.. done some filling already .and hoped the area <br />could be left as wildlife area. He felt problems <br />would be created if this home. were built and that the two <br />homes there. were built by Harstad and whenever there is <br />a sewer problem it backs up in-the basement. <br />
