Harstad <br />Location: Lot 6, Block 10, Oakwood :Manor: Terrace Plat 3 <br />(see attached location map). <br />Zonnge R-1, Single family <br />Ordinance.Regulations: Section 7-152 of the. New Brighton <br />code states that no .building permit. for the <br />construction of 'any building may be issued <br />unless the elevat-ion of the. lowest interior <br />floor level, including any basement, is at <br />least three (3) feet. above the level. of the <br />adjacent body of water during a regional flow. <br />The applicant-has been issued a building permit and has begun <br />construction of a single family. home on .the lot shown on draw- <br />ing attached. The property certainly presents a somewhat <br />unique .situation in that much. of-the lot is occupied by 2 <br />existing ponds. As a result of the-lot situation the proposed <br />home is by design relatively small with. no garage being <br />proposed. <br />As can be seen from the attached City Engineer's report, the <br />high-water mark for the ponds was 928.14. This would require <br />the basement elevation of the .proposed home. to be '931, 14: The <br />applicant is proposing by his application that the basement <br />elevation be 929.00. In his attached memo the City Engineer. <br />(Director of Public Works) has indicated that based on <br />examination ofthe drainage area and water elevations, a <br />basement 'elevation of 930.00 may be rea>sonably safe, <br />The hardship the applcarit`eould have occur.,is that raising the <br />
