-III I I Council Meeting Minutes August 11, 1987 Gunderman asked where the landscaping fits into the two discus- sions; Mattila stated landscaping is currently being reviewed with Harstad Companies and the city's Forester, Rick Wriskey. In response to Williams/s questions, Mattila responded the major- ity of neighbors would prefer to leave the transformer in its pre- sent location and not construct the fence; and advised the boun- dary fence was not a part of the original proposal. Mattila answered Benke's question by responding the landscaping was part of the original approval to be worked out between staff, neighbors, and developer at a later date. Williams asked what kind of council action is necessary to have the transformer remain where it is, if the code specifies the transformer should not be located where it is now; Mattila advised council would have to overrule staff1s interpretation of Resolu- tion 86-28. Keith Harstad believes the questions are premature at this time and asked that the item be tabled until the fence and landscaping were in place, believing the transformer should remain exactly where it is. In response to Blomquist's inquiry, Harstad informed the council Wriskey suggested the plantings should be done later in September and then noted the transformer, if needed to be moved, could be relocated in a very short time. Mattila stated staff felt an urgency to have the item placed on this eveningls agenda because of the request of the residents neighboring the project. the neighborsls preference, Benke the completed fence and landscaping As there is some division in suggested council should see and he is willing to wait. Motion by Blomquist, seconded by Gunderman, to POSTPONE ACTION ON THE CITY PLANNER'S INTERPRETATION OF RESOLUTION 86-28 UNTIL THE OCTOBER 13, 1987, CITY COUNCIL MEETING. Mark Jeppson, 1901 - 26th Avenue N.W., stated he was always of the understanding the fence would not be a part of the project but that it would be discussed at a later time; when asked if they wanted a fence and a transformer, they were unrelated, now they are tied together; believes if a fence is put in, the trees will be gone; and believes together they are in violation of what was passed by the council. Benke advised that a delay until October 13, 1987, would give all concerned parties an opportunity to resolve their differences. Sinda stated staff has been trying very hard to put something to- gether and has been unable to reach a decision; Benke would have to go with staffls interpretation (as a practical matter it would not make a lot of sense to move the transformer because it can be adequately screened).
