<br />-III <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 11, 1987 <br /> <br />Gunderman asked where the landscaping fits into the two discus- <br />sions; Mattila stated landscaping is currently being reviewed with <br />Harstad Companies and the city's Forester, Rick Wriskey. <br /> <br />In response to Williams/s questions, Mattila responded the major- <br />ity of neighbors would prefer to leave the transformer in its pre- <br />sent location and not construct the fence; and advised the boun- <br />dary fence was not a part of the original proposal. <br /> <br />Mattila answered Benke's question by responding the landscaping <br />was part of the original approval to be worked out between staff, <br />neighbors, and developer at a later date. <br /> <br />Williams asked what kind of council action is necessary to have <br />the transformer remain where it is, if the code specifies the <br />transformer should not be located where it is now; Mattila advised <br />council would have to overrule staff1s interpretation of Resolu- <br />tion 86-28. <br /> <br />Keith Harstad believes the questions are premature at this time <br />and asked that the item be tabled until the fence and landscaping <br />were in place, believing the transformer should remain exactly <br />where it is. <br /> <br />In response to Blomquist's inquiry, Harstad informed the council <br />Wriskey suggested the plantings should be done later in September <br />and then noted the transformer, if needed to be moved, could be <br />relocated in a very short time. <br /> <br />Mattila stated staff felt an urgency to have the item placed on <br />this eveningls agenda because of the request of the residents <br />neighboring the project. <br /> <br />the neighborsls preference, Benke <br />the completed fence and landscaping <br /> <br />As there is some division in <br />suggested council should see <br />and he is willing to wait. <br /> <br />Motion by Blomquist, seconded by Gunderman, to POSTPONE ACTION ON <br />THE CITY PLANNER'S INTERPRETATION OF RESOLUTION 86-28 UNTIL THE <br />OCTOBER 13, 1987, CITY COUNCIL MEETING. <br /> <br />Mark Jeppson, 1901 - 26th Avenue N.W., stated he was always of the <br />understanding the fence would not be a part of the project but <br />that it would be discussed at a later time; when asked if they <br />wanted a fence and a transformer, they were unrelated, now they <br />are tied together; believes if a fence is put in, the trees will <br />be gone; and believes together they are in violation of what was <br />passed by the council. <br /> <br />Benke advised that a delay until October 13, 1987, would give all <br />concerned parties an opportunity to resolve their differences. <br /> <br />Sinda stated staff has been trying very hard to put something to- <br />gether and has been unable to reach a decision; Benke would have <br />to go with staffls interpretation (as a practical matter it would <br />not make a lot of sense to move the transformer because it can be <br />adequately screened). <br /> <br />Page 5 <br />
