<br />~"'.....,........, <br /> <br />III <br /> <br />I <br /> <br />III <br /> <br />Council Meeting Minutes <br />August 11, 1987 <br /> <br />Blomquist asked Jeppson about the affect of the fence on the <br />trees; Jeppson stated there are ways to put in a fence without <br />destroying trees with heavy equipment. Jeppson stated it is on <br />the record that the residents did not want the fence and that the <br />Planning Commission recommended the fence to council. <br /> <br />Williams recalled the neighbors felt there would be adverse <br />impacts on their property which is why the Planning Commission re- <br />commended a fence; and asked Harstad Companies if they feel the <br />building of the fence will require the removal of, or damage to, <br />the existing trees. <br /> <br />Mark Houge, Harstad Companies, <br />offset preserved cedar board) <br />heavy equipment. <br /> <br />stated the fencing {vertical with <br />will be installed without using <br /> <br />Benke asked staff to include in the October staff report a clari- <br />fication of the fence in the landscape plan that was a part of the <br />original resolution; Mattila will review the file and include the <br />findings in the report. <br /> <br />Virginia Sande, Planning Commission member, stated the fence was <br />included in the final landscape plan from the Planning Commission; <br />and advised the applicant originally did not want to install a <br />fence. Blomquist, having served on the Planning Commission at the <br />time of the action in question, agreed with Sande and asked that <br />slides be a part of the October 13, 1987, staff presentation. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Mattila reviewed slides of the proposed restricted/limited parking <br />area near Irondale High School. <br /> <br />In response to Benkels inquiry regarding the extent of the re- <br />stricted parking area, Mattila indicated Jim Fabio, 1910 Rockstone <br />Lane, asked that the area in question be extended at this time <br />rather than waiting until a later time. <br /> <br />Williams thought one of the concerns expressed by the neighbors <br />was the narrowing of traffic on Poppyseed on the south side from <br />Long Lake Road to Rockstone; and asked if two-hour parking on the <br />south side was not a problem. <br /> <br />Mattila stated, if No Parking Anytime were to be extended to Rock- <br />stone Lane, there would not be resident parking for the two-family <br />residences on Poppyseed just west of Rockstone Lane. <br /> <br />Mattila continued, providing the two-hour restricted parking <br />works, council could take this as a first step without depriving <br />the residents of parking on their own street; if it doesn't work, <br />council could extend No Parking to Rockstone Lane. <br /> <br />Benke stated the entire issue is an experiment and is willing to <br />wait until Fall to determine whether or not the No Parkying Any- <br />time should be extended to Rockstone. <br /> <br />Page 6 <br /> <br />Posting of <br />Poppyseed Drivel <br />Rockstone Lane <br />Report 87-203 <br />Resolution 87-83 <br />
