There are development plans for the <br />property west and south of the shopping center. While develop- <br />ment of the adjacent ,property is probable at some time, there <br />is no guarantee this will happen within the 2-year period <br />requested. Further, the development of the adjacent property <br />does not. necessarily mean that the shopping center curbing is <br />unnecessary or wasteful. <br />The application further raises the question whether the variance <br />.warrants are present in that there is nothing particularly unique <br />about the shopping center development and property. The variance <br />standards state that the characteristics of the case must apply <br />to the property and not to adjacent property. <br />STAFF RECOMMENDATION <br />Staff recommends that VN-188 be denied by waiving the reading and <br />adopting .the attached resolution. <br />James F.
