I
i
August 10, 1978
Concept Discussion, Proposed PRD #27
R.C.E. Corporation
PURPOSE
To review at a concept level a proposed PRD for the
property west of, the new Rice Creek Shopping Center and
south of Mississippi Street.
BACKGROUND
The R.C.E. Corporation has submitted the enclosed
preliminary-plat and plans for consideration as a planned
Residential Development. Staff has not accepted the
application for filing of a PRD as the necessary rezoning
petition has not been filed. Staff, however, does fee l
that the Board of Review should take this opportunity to
give some .direction to the applicant, R.C.E. Corporation.
Staff feels that the proposed plans contains some
significant deficiencies, such as:
1. The open space provided is very minimal with
little real usability.
2. Recreational equipment or areas appear to be
non-existent .
3. The development appears crowded and out of
character with the intent of the PRD ordinance.
4. The number of parking spaces appears to be low
for the townhouses (43 spaces provided for 34
units).
5. Access to the townhouses is somewhat limited.
6. The plans appear to indicate that there would
be a joint use of .the shopping center driveway
and that free, access between the two developments
would be permitted.
7. The~'e is no landscaped buffering area between the
shopping center and the proposed townhouse develop-
ment.
8. The townhouse design and layout offers little in
the way of innovative housing design.
