I <br />i <br />August 10, 1978 <br />Concept Discussion, Proposed PRD #27 <br />R.C.E. Corporation <br />PURPOSE <br />To review at a concept level a proposed PRD for the <br />property west of, the new Rice Creek Shopping Center and <br />south of Mississippi Street. <br />BACKGROUND <br />The R.C.E. Corporation has submitted the enclosed <br />preliminary-plat and plans for consideration as a planned <br />Residential Development. Staff has not accepted the <br />application for filing of a PRD as the necessary rezoning <br />petition has not been filed. Staff, however, does fee l <br />that the Board of Review should take this opportunity to <br />give some .direction to the applicant, R.C.E. Corporation. <br />Staff feels that the proposed plans contains some <br />significant deficiencies, such as: <br />1. The open space provided is very minimal with <br />little real usability. <br />2. Recreational equipment or areas appear to be <br />non-existent . <br />3. The development appears crowded and out of <br />character with the intent of the PRD ordinance. <br />4. The number of parking spaces appears to be low <br />for the townhouses (43 spaces provided for 34 <br />units). <br />5. Access to the townhouses is somewhat limited. <br />6. The plans appear to indicate that there would <br />be a joint use of .the shopping center driveway <br />and that free, access between the two developments <br />would be permitted. <br />7. The~'e is no landscaped buffering area between the <br />shopping center and the proposed townhouse develop- <br />ment. <br />8. The townhouse design and layout offers little in <br />the way of innovative housing design. <br />
