<br />Council Meeting Minutes <br />July 28, 1987 <br /> <br />III <br /> <br />In response to Williamsls question regarding the wide range of <br />bids, Proper indicated the bid is for the liner as well as instal- <br />lation. <br /> <br />Motion by Blomquist, seconded by Williams, to AWARD THE BID FOR <br />THE VETERAN'S PARK GRADING PROJECT TO NORTHERN N, SUBJECT TO PER- <br />FORMANCE APPRAISAL BY CITY ENGINEER, IN THE AMOUNT OF $43,757.00 <br />AND TO UTILIZE A PORTION OF THE SOD ADD-ON UP TO A TOTAL OF <br />$50,000. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper reviewed the staff report showing Ramsey County's plan of a <br />cross-section of a road in accordance with residents' request for <br />a detached bike path; and recommended holding a public information <br />meeting meet the residents involved. <br /> <br />Leonard reviewed and explained the July 23, 1987 plans for use of <br />roadways and felt the eight-foot path is an improvement and agrees <br />an informational meeting is needed; Brandt concurred. <br /> <br />Williams noted the eight-foot-path has an impact on existing trees <br />and shrubs. <br /> <br />I <br /> <br />Leonard indicated if a decision is made the end of August, con- <br />struction would begin in Spring of 1988. Leonard advised council <br />the contract for the northern portion of the project should be <br />awarded at the next County meeting with construction should begin- <br />ning this fall (the end of August). <br /> <br />In response to Benke's inquiry, Leonard stated the contract asks <br />that the County be provided with two or three names and phone num- <br />bers of contractors able to make project decisions 24-hours a day, <br />and that the County would provide that list to the City staff. <br /> <br />Williams asked if hybrids are available between the two designs <br />(with and without detached bike paths); Leonard anything is pos- <br />sible but the goal is to move 10,000 cards daily without bringing <br />traffic to a stop. <br /> <br />Benke noted the ultimate plan (separate bike path) has almost the <br />same amount of asphalt surface as the original plan. <br /> <br />III <br /> <br />Leonard explained because the 50-foot roadway is a four-lane de- <br />sign with 10,000 cars projected, the County will pick up all of <br />the costs (except for portions of storm sewer and a portion of the <br />curb and gutter); for the 44-foot roadway (the narrowest roadway <br />the County could recommend), the County buys the center two lanes <br />and asks the city to participate with their funds in the remainder <br />of the roadway (which would increase the cityls participation by <br />$135,000). <br /> <br />Proper advised council that NSP representatives will be meeting <br />Sinda and himself to discuss undergrounding utilities. <br /> <br />Page 10 <br /> <br />Long Lake Road <br />Project/Southern <br />Portion <br />Presentation <br />Report 87-192 <br />
