CONSIDERATION OF ENVIRONMENTAL HEALTH DELEGATION AGREEMENT
BETWEEN THE MINNESOTA DEPARTMENT OF HEALTH AND THE CITY OF NEW
BRIGHTON.

I

5 Ayes - 0 Nayes, Motion Carries

Council Business

Proper briefly reviewed the staff report concerning chipped curb-
ing on the street rehabilitation project which is basically com-
pleted with the exception of sodding (Projects 86-1 and 86-4), and
reviewed need for testings by both Braun Engineering Testing and
Orr-Schelen-Mayeron and Associates.

Jim Norton, Project Manager for Orr-Schelen-Mayeron and Associ-
ates, reviewed his experience in municipal street work and, after
having driven through or walked through all areas of New
Brightonls project, reported his findings on Projects 86-1 and 86-
4. Norton stated typically patching of curbs is not anticipated
before blacktopping and the bituminous base course should not have
been up to the top of the gutter section; and estimated $1,500 to
repair or restore (1) some very deep and noticeable footprints in
the gutter section and (2) surface deterioration in some areas.
Norton added that, overall, the job looks good.

In response to Benke's inquiry, Norton stated after a year or two
new curbs age naturally so that patching and stains blend in with
the curb.

I

In response to Blomquistls statement that the deductible would be
about five percent of the project cost, Proper responded affirma-
tively and Norton stated it was fair to state the job was done
ninety-five percent (95%) correctly.

Proper indicated, in response to his final letter, most complaints
had to do with sod (only two had to do with curbs).

Page 2

Vouchers

Final Payment: Lift
Stations #2/#4
Report 87-179

License Applica-
tions - IGA
Report 87-180

Street Seal
Coating and Curb
Report 87-181

Asphalt Roller
and Trailer
Report 87-182

Environmental Health
Delegation Agrmt.
Report 87-183

Consultants Report
Old Downtown
Street Repair
Report 87-184
