d' <br />"`PURPOSE <br />February 14, 1979 <br />APPLICATION FOR VARIANCE <br />VN-20.2, CARLEY FOUNDRY. <br />To consider an application of Carley Foundry to permit parking in <br />a side street yard in an industrial district. <br />BACKGROUND <br />APPLICANT: Carley-Foundry <br />LOCATIONz .'808 1st Street S.W., generally north of 1st S.W., <br />west of 8th Avenue S.W. and east of Old Highway #8. <br />ZONING: I-2, Heavy Industrial <br />The applicant is proposing to create a 20' x 48' parking area on the <br />east side of the existing structure in order to park two-truck <br />trailers side by side. A variance is required because the zoning <br />code states-that off-street parking is not permitted in a side street <br />yard. <br />As indicated by the attached site plan, the applicant is presently <br />using the front yard for customer parking and the rear yard for <br />employee parking. The applicant obtained a variance from the City <br />in 1973 to allow the front yard parking. The eastern portion of <br />the site is sodded and the parking area would reduce this strip by <br />20' which would result in a 20' landscaped area adjacent to the <br />parking area. <br />According to the New Brighton Zoning Code, the City Council can allow <br />a modification of the literal provisions of the ordinance by granting <br />a variance if the applicant demonstrates that there are undue hard- <br />ships or unique circumstances. In this specific variance reques t <br />the applicant has a somewhat unique circumstance in the fact that <br />the site is enclosed on three sides by public streets and bounded <br />to the rear by railroad right-of-way. .The applicant indicates that <br />a hardship would result if the additional parking was not permitted <br />because the parking space is necessary to the operation of the business. <br />In examining the attached site <br />applicant designed the parking <br />amount of traffic which would. <br />There is a very limited amount <br />this is a deadend street. The <br />the front yard adjacent. to 1st <br />plan it should be noted -that the <br />area on the street side with the least <br />reduce the impact of the parking area. <br />of traffic on 8th Avenue S.W, because, <br />street side along Old Highway #8 and <br />Street S.W, will remain landscaped.. <br />
