Page 3 — February 13, 2007 New Brighton Council Minutes <br />The City Manager, Dean Lotter gave an overview of the Public Safety Commissions <br />commendation, and introduced Sandy Breuer, Director of Parks and Recreation and Bob <br />cobson, Director of Public Safety. <br />ouncilmember Burg requested a joint work session with the Park and Recreation <br />ommission, Public Safety Commission, and City Council members; to allow ample time <br />for discussion. <br />Councilmember Hoffman requested the reason for Public Safety Commissions <br />recommendation to close the disc golf course. <br />Bill Kerns, Chairperson of the Public Safety Commission gave an overview of the many <br />discussions between the residents living on 12th Avenue NW. It was reported that about 15- <br />20 people are causing most of the problems associated with the disc golf course. The Public <br />Safety Commission reviewed all the action steps taken in the past and suggested the closing <br />of the course for 1 year to allow time for joint efforts between the Public Safety Commission <br />and Park and Recreation Commission. <br />Sandy Breuer, Director of Parks and Recreation reported that at the previous weeks Parks, <br />Recreation and Environmental Commission, the recommendation was made to postpone <br />acting on the recommendation of the Public Safety Commission until such time as the Parks, <br />Recreation and Environmental Commission has had an opportunity to forward its <br />recommendation on the same proposal. <br />Councilmember Bauman stated it was her thought that the City needs to send a message to <br />those users that have abused the rights given to them. Councilmember Bauman stated her <br />concern is primarily for the residents on 12th Avenue NW. <br />ayor Larson suggested referring the recommendation by Public Safety back to the Park <br />d Recreation Commission for consideration. <br />ouncilmember Burg reported she has spoke to many residents who frequently use the disc <br />golf course. <br />Councilmember Doffing asked Ms. Breuer if there was a design change that would alleviate <br />the problems. Ms. Breuer explained there were a couple action steps taken, not at a great <br />success. It was reported that a redesign would be quite costly. <br />Parks, Recreation and Environmental Commission Chairperson; Jeanne Frischman reported <br />that there is a very small number of people, about a dozen, who have caused problems <br />beyond the parking issue, while there are 100 people who use the course without incident, <br />most of them residents. It was the hope that the Public Safety Commission would address <br />strictly the parking issue to allow for the Parks, Recreation and Environmental Commission <br />top address other issues. Director of Public Safety Jacobson discussed various problems <br />associated with restricting parking. Mr. Kerns stated that it can be difficult and time <br />consuming for officers to track and enforce restricted parking. <br />Councilmember Doffing offered a couple suggestions, the first being to prohibit alcohol <br />consumption in Hanson Park, the second being signage to allow resident parking only. <br />It was stated that neither suggestion could be voted on at this point, further discussion would <br />be required. <br />f cotion by Councilmember Hoffman, seconded by Councilmember Burg to accept the <br />commendation of the Public Safety Commission and forward it to the Parks, <br />ecreation and Environmental Commission for review and consideration, and a City <br />ouncil work session with both commissions be scheduled as soon as possible to <br />identify various options and implement an appropriate solution(s) regarding the disc <br />golf course at Hansen Park by April 15, 2007. <br />5 Ayes - 0 Nays, Motion Carried <br />
