<br />III <br /> <br />I <br /> <br />III <br /> <br />Council Meeting Minutes <br />June 9, 1987 <br /> <br />Benke stated he did not feel the council was made aware of the <br />sideyard setback problem at the previous council meeting; Brandt <br />stated she did not feel it would serve any purpose to increase the <br />width of Lot 4 if it meant decreasing sideyard setbacks of an ex- <br />isting house on Lot 5. <br /> <br />Motion by Benke, seconded by Blomquist, to WAIVE THE READING AND <br />ADOPT A RESOLUTION APPROVING VN-252. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Matilla reviewed the proposed resolution which was a result of di- <br />alogue between the City Manager and School District #621 Superin- <br />tendent following 1987, council meeting; and noted the proposed <br />resolution included items to control the parking problem: (1) <br />Conformance and adherence to all standards for special use permits <br />as pertains in Section 8-110 and 8-130 of the New Brighton Build- <br />ing Code; (2) Lease 50 off-street parking spaces from Sunnyside <br />Bible Chapel by September 1, 1987; (3) The implementation of <br />student permit parking system; (4) A provision of early activity <br />bus service for after school hours; (5) The posting of Poppyseed <br />Drive to Poppyseed Court and 25th Street N.W. for two-hour parking <br />on school days from 8:00 a.m. to 4:00 p.m.; and (6) If the above <br />measures do not resolve the parking overflow problem by May 1, <br />1988, the school district would provide additional 24 parking <br />stalls on the unimproved portion of 25th Street N.W. east of 14th <br />Avenue N.S., to be constructed by September 1, 1988. <br /> <br />With regard to Item #2, Benke asked that a statement be added in- <br />dicating the lease should be in effect from September 1, 1987 to <br />June 1988 (or some future date), and should include a cancellation <br />clause. <br /> <br />Mattila responded it now was a one year agreement, but he would <br />feel more comfortable with an open-ended agreement with a one year <br />renewal provision. <br /> <br />Benke inquired as to whether or not the police and engineering <br />staff had reviewed the provisions of Item #5; Mattila responded <br />affirmatively and felt it would be a "first step," and noted, if <br />the parking problem persisted, additional streets could be simi- <br />larly posted. <br /> <br />Benke noted the parking problem surfaced because of parking on <br />both sides of streets (primarily Poppyseed); suggested replacing <br />the proposed two-hour parking provision with a provision to ban <br />parking on one side of street. <br /> <br />Mattila indicated the two-hour zones, which would not be practical <br />for students because of their schedules, would be utilized by <br />residents; but believed the ban might be a good idea to avoid any <br />future problems. <br /> <br />Benke concurred with the proposed Item #6, except would recommend <br />that the 24 parking stalls be changed to 50, and then strike lan- <br />guage between lion the unimproved" through "September 1, 1988" to <br /> <br />Page 3 <br /> <br />NC-79/SP-138/LP-206 <br />Irondale School <br />Report 87-161 <br />Resolution 87-71 <br />Resolution 87-72 <br />
