<br />III <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 9, 1987 <br /> <br />give time to try parking permit plan through next school <br />review on May 1, 1988 so, if they did not concur on site <br />the School District could bring in new proposal for the <br />school year. <br /> <br />Williams questioned whether or not there would be any value in <br />shortening time, noting if not resolved this Fall, it would get <br />worse in Spring (suggested changing May 1, 1988 to January 1, <br />1988) . <br /> <br />year and <br />location, <br />following <br /> <br />Benke expressed concern parking problems peak in Spring, so a Jan- <br />uary cut-off may not be of value. Williams emphasized the January <br />review date could avert a potential problem. <br /> <br />After some discussion it was agreed both dates should be included. <br /> <br />LeFevere suggested a statement to the affect the school would pro- <br />vide additional parking spaces within a specified number of days <br />( i e. 180 days). <br /> <br />Blomquist preferred specific dates. <br /> <br />Gunderman asked how Brooklyn Center handled a similar situation; <br />LeFevere responded a City Ordinance determines a given development <br />requires a specific number of stalls but, because of the unique <br />nature of the business, a smaller number may suffice. LeFevere <br />continued, in a situation like Irondale's, the developer enters <br />into a recordable contract with the City stating he would provide <br />a specified number of additional stalls if the council determines <br />at a later date they were needed. <br /> <br />Councilmembers discussed the number of additional stalls to <br />include in the contract; generally they agreed that 50 gave more <br />flexibility than the originally proposed 24 or, as a possibility, <br />indicated the number of stalls could be left open. <br /> <br />Brandt posed the question of whether or not the School District <br />would enter into such an open-ended contract. Paul Donley, Direc- <br />tor of Community and Support Services for the School District, <br />indicated they would agree, and would welcome a check-point, but <br />felt they would like to have language to "nail down" the ultimate <br />number of stalls. <br /> <br />Benke indicated a lesser number could be used in the future <br />through joint evaluation by the council and the school district. <br /> <br />The council further reviewed the changes in the conditions in the <br />resolution as follows: <br /> <br />2. Lease of 50 parking spaces from Sunnyside Bible Chapel by Sep- <br />tember 1, 1987; with contingency that the District would pro- <br />vide an additional 50 stalls on site within 180 days following <br />term of lease. <br /> <br />Page 4 <br />
