<br />III <br /> <br />I <br /> <br />III <br /> <br />Council Meeting Minutes <br />June 9, 1987 <br /> <br />Blomquist suggested a statement be added to include posting "no <br />parking" on the south side of Poppyseed between Long Lake Road and <br />Rockstone Lane. LeFevere suggested such wordage be included as a <br />"Whereas"in the resolution rather than a condition to allow a <br />change in the future if it were determined to be needed, noting a <br />supplementary motion would be needed for the actual posting. <br /> <br />6. The School District would provide additional 50 parking spaces <br />by September 1, 1988; and the parking situation would be re- <br />viewed May 1 and September 1 of each year. <br /> <br />LeFevere felt the provision concerning the 50 additional stalls <br />would be more enforceable in a contract rather than in the resolu- <br />tion. <br /> <br />Donley questioned whether or not the school board could obligate <br />future school boards to specific conditions. LeFevere responded <br />the contract would be between the School District and the City, so <br />~here would be no problem with school boards. <br /> <br />Motion by Blomquist, seconded by Williams, to WAIVE THE READING <br />AND ADOPT A RESOLUTION APPROVING NC-79; TO ADOPT A RESOLUTION AP- <br />PROVING SP-138 (TO INCLUDE LANGUAGE FOR PARKING OVERFLOW AND RE- <br />VIEW DATES WITH CONTRACT AS DISCUSSED); AND TO APPROVE LP-206, <br />SUBJECT TO THE FOLLOWING CONDITIONS: <br /> <br />I. APPROVAL OF SP-138 AND NC-79; <br />2. THE BITUMINOUS DRIVE AROUND THE SHOP AREA BE WIDENED TO AllOW <br />FOR EMERGENCY VEHICLE ACCESS AND MANEUVERABILITY; <br />3. THE DRIVES AND AISLES IN THE PARKING AREA IMMEDIATELY WEST OF <br />THE PRINCIPAL STRUCTURE BE MARKED AS A ONE-WAY; <br />4. CONTINUOUS POURED-IN-PLACE CONCRETE CURBING BE PROVIDED ALONG <br />THE SOUTH SIDE OF THE EXISTING PARKING AREA; <br />S. APPROVAL OF GRADING AND DRAINAGE PLANS BY THE CITY ENGINEER; <br />AND <br />6. PROVISION OF DUMPSTER ENCLOSURE PER CHAPTER 11 OF THE CITY <br />CODE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Williams, seconded by Benke, to DIRECT STAFF TO POST THE <br />NORTH SIDE OF POPPYSEED DRIVE TO ROCKSTONE LANE AND BOTH SIDES OF <br />25TH STREET N.W. FOR TWO-HOUR PARKING FROM 8:00 A.M. TO 4:00 P.M. <br />AND TO POST SOUTH SIDE OF POPPYSEED TO ROCKSTONE lANE FOR NO PARK- <br />ING ANYTIME. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke felt the proposed leadership training was a good idea; how- <br />ever, the cost was high so he would like to consider at a later <br />date after additional planning.
