<br />I <br /> <br />I <br /> <br />III <br /> <br />Council Meeting Minutes <br />May 26, 1987 <br /> <br />Gunderman would like to see a plan or a change in School Board <br />policy to show that Irondale has an extra 100 spaces, believing <br />the issue could then be addressed. <br /> <br />Groth stated with the permit-parking policy the school will be se- <br />lecting 100 leisure drivers which is a controllable situation <br />(noted the school sees an increase of 400-500 drivers from Fall to <br />Spring); if the city posts two-hour parking, the school will limit <br />permits. The District set, and is committed to, a policy regard- <br />ing off-street parking. <br /> <br />Fabio believes, with the assurances he has heard tonight from the <br />school district and the conditions the Mayor has built into the <br />approval, the action would be adequate and asked that the passing <br />of the permit not be delayed any further; and feels the approach <br />is reasonable and believes there is a compromise on both sides. <br /> <br />Gunderman asked if any data was available from comparable sized <br />high schools in the community. <br /> <br />Mattila stated Mounds View has 421 available spaces (15 of which <br />are across the street), the only difference is that lrondale has <br />more residential streets in the immediate vicinity. <br /> <br />Ostlund, with regard to the bussing issue, stated 29 regular <br />routes transport 1,500 students, all other students are within the <br />one-mile walking distance. <br /> <br />Brandt would support the resolution if it were 100 spaces by 1988, <br />which would create motivation and gives the city assurance things <br />will take place. <br /> <br />Motion by Benke, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT RESOLUTIONS APPROVING NC-79 AND SP-138, WITH THE AMENDMENT <br />OF 50 PARKING SPACES TO BE PROVIDED BY SEPTEMBER 1, 1987, AND 100 <br />ADDITIONAL PARKING SPACES BY SEPTEMBER 1, 1988, AND THE PREPARA- <br />TION OF AN AGREEMENT FOR A PARKING MANAGEMENT PLAN AND TRAFFIC <br />CONTROL PLAN IN COOPERATION WITH THE CITY BY SEPTEMBER 1, 1987. <br /> <br />3 Ayes - 1 Naye (Blomquist) - Motion Failed <br /> <br />Motion by Benke, seconded by Blomquist, for CONTINUATION OF THE <br />AGENDA ITEM AND ASK THE SCHOOL DISTRICT TO PRESENT PLANS ACCEPT- <br />ABLE TO STAFF AND COUNCIL FOR CONSIDERATION AT THE NEXT MEETING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper had nothing to add to the staff report concerning bids for <br />the City Hall parking lots project. <br /> <br />Motion by Blomquist, seconded by Brandt, to AWARD THE BID FOR THE <br />CITY HALL PARKING LOTS PROJECT TO ASHBACH CONSTRUCTION CO. IN THE <br />AMOUNT OF $42,065.30. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Page 14 <br />
