I

I

I

Council Meeting Minutes
May 26, 1987

Blomquist would be willing to approve the request with the provi-
sion of 50 additional spots on site and the lease with the Chapel.

Erickson stated the main focus will be to have the cafeteria ready
for Fall of 1987, with the balance of the project scheduled for
completion by January 1988.

Blomquist asked, if approved tonight with 50 additional
the additional spaces would be included in the bid or as
dum; Erickson stated it would be preferred to have it in
age, rather than as an addendum.

spots, if
an adden-
one pack-

Benke stated part of the problem appears to be forcing the incor-
poration of parking lot construction and the building plans; the
site south of Poppyseed is not owned or controlled the school dis-
trict, therefore, it could not be used immediately; the site be-
hind the tennis court is preferable to the one by the football
field.

Brandt stated in March of 1987 the Planning Commission asked for
on-site parking plans and the School District has not yet had
plans drawn.

Blomquist stated it is for those very reasons we need to have some
specific plans on paper; concerned if we approve on conditions,
there will be requests for variances, modifications, which would
follow a consistent pattern of what has happened for the last five
months; and would agree to approve if the advertisement for bid
would be date-specific.

Brandt concurred.

As it would not be possible to get four votes, Benke noted the al-
ternatives were to deny or continue. Benke suggested: (1) 50
spaces be added by September 1, 1987, without specifying on-site
or leased space; (2) the date in Item No.3 should be in place by
September 1, 1987; and (3) Item No. 2 should be modified to
include provision of additional 50 spaces by September 1, 1988.

Gunderman concerned about variance requests; doesnlt want "what
ifs II and "buts" 1 ater.

Blomquist asked what kind of assurances the School District can
give regarding the 50 on-site spaces by a specific date plus
stalls at the Chapel; Donley stated the plan can be in place by
September 1, 1987, but doesnlt know when the parking lot would be
ready for use; Ostlund indicated there are internal debates
regarding location for the parking lot and, therefore, is unable
to say when bids would be opened.

Groth stated to provide parking for leisure drivers might not be a
high priority for the school (he would rather use the $50-$100,000
elsewhere in the school; ie. locker rooms).

Page 13
