<br />] <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 26, 1987 <br /> <br />signage on Rockstone as well as Poppyseed, Fabio encouraged coun- <br />cil to consider two-hour signage (on week days only during school <br />hours) as well as additional on-site parking. <br /> <br />Blomquist asked the architect, Paul Erickson, how long it would <br />take to revise the plan to include 70 additional spaces on the <br />site; Erickson indicated it would take two to three weeks, as bor- <br />ings would need to be done. <br /> <br />Blomquist stated if the item is continued to the next meeting, <br />some plans could be ready. <br /> <br />Donley stated the District is committed to progressively pursuing <br />off-street parking with the first priority being the Chapel, se- <br />cond priority being the vacant lot by the school which would not <br />encroach on athletic field, third on green space east of tennis <br />court and, of fourth priority, off the football area which would <br />be an even deeper cut into the physical education complex. Donley <br />believes the success of the parking problem is closely tied to <br />posting signs, parking permits, and activity bus; and noted the <br />dilemma is that the solution of the parking situation does not <br />meet the time lines with the cafeteria expansion. <br /> <br />. <br />Benke asked how much time would be needed to complete negotiations <br />with Sunnyside Chapel; Donley responded he had asked to meet with <br />representative of the Chapel as soon as possible, hopefully that <br />meeting will take place this week. <br /> <br />Benke asked what would happen if council were to establish an ad- <br />ditional condition under Item No.2 of a deadline of 50 spaces by <br />September 1, 1987, and an additional number of spaces by September <br />1, 1988; thereby giving council the opportunity to review the suc- <br />cess of the parking and then reconsidering the program during the <br />1987-1988 school year); Mattila believes condition Item No.3 <br />states the school district will continue to work with the city to <br />monitor parking conditions on and adjacent to the site and to <br />identify potential parking problems and develop solutions as need- <br />ed. <br /> <br />Mattila stated if we start with an additional 50 stalls by Septem- <br />ber 1, 1987, and then, using Item No.3 as an evaluation tool, re- <br />quire additional stalls by Sept~mber 1, 1988, if needed. <br /> <br />Gunderman believes the issue is ~o control the leisure drivers who <br />are taking up the extra spaces. <br /> <br />John Ostlund, Coordinator of Transportation for Mounds View Public <br />Schools, indicated the concern is a management system; having a <br />plan and the need to communicate to parents and students. <br /> <br />Blomquist wants more parking spaces (50 at the school in addition <br />to 20 at the Chapel); by Fall Brandt wants more than the 50 spaces <br />from the Chapel. <br /> <br />Gunderman expressed concern fo~ delaying the project, which could <br />create hardships for everyone. <br /> <br />Page 12 <br />
