<br />III <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 26, 1987 <br /> <br />staffs, and would like to see the 70 spaces on the site; believes <br />the student permits program, signage on Poppyseed, and the early <br />student bus are good ideas and believes they should be implemented <br />as they are a part of the solution. <br /> <br />Gunderman asked how many spaces are required for students; Groth <br />indicated out of a total 461 spaces, the school needs 180 spaces <br />for students and 150 for staff, leaving about 175 spaces for lei- <br />sure drivers. Groth added the 70 spaces would be a "nicety," not <br />a "necessity;" and indicated the school board will make every ef- <br />fort to communicate to students and to parents the problems-- <br />will send a letter to parents next Fall. <br /> <br />Blomquist stated more parking spaces is a request that council <br />would make of any business in the community. <br /> <br />Benke indicated council needs to make discretionary jUdgements <br />(ie. some businesses need less parking spaces if they encourage <br />carpooling and the use of mass transit). <br /> <br />Blomquist noted this request came to the city in February and does <br />not believe there is a history of cooperation on the ,part of the <br />school; Benke indicated the School Board chairperson stated a plan <br />would be in place and, if it is not in place by September 1, 1987, <br />the permits can be pulled and construction can be stopped. Benke <br />further stated Fall is a low parking need time of year; we can <br />give the school a chance to put their plan in place and monitor <br />it, giving them a chance to begin construction. <br /> <br />LeFevere stated Brooklyn Center uses a Proof of Parking Agreement <br />the council may wish to consider. If council feels there is a <br />good chance, because of the unique nature of the business, the <br />full number of stalls required by Ordinance may not be needed by a <br />specific business. When that situation arises, the city enters <br />into an Agreement with the land owner which provides that a speci- <br />fied number of parking spots may be required by the city council <br />at any time, should the need arise. The Proof of Parking Agree- <br />ment requires the developer to consent to satisfy the area on the <br />site where the initial stalls would be constructed if it should <br />prove to be necessary in the future. <br /> <br />Blomquist indicated there are zoning requirements for this use; in <br />this case, LeFevere indicated in this situation there is a clear <br />record of current need and believes the case is a good one. <br /> <br />Brandt expressed a concern with the number of parking spaces to be <br />added; feels 70 is a minimum; if that were done in connection with <br />the permit parking and the activity bus, she would consider post- <br />ing the neighboring area for two-hour parking as a reasonable com- <br />promise, recognizing that the neighbors would rather have nothing <br />posted. <br /> <br />Jim Fabio, 1910 Rockstone Lane, stated his petition to the Plan- <br />ning Commission does not wish to delay the expansion of the cafe- <br />teria project at Irondale, but believes the parking commitment <br />needs to be a firm commitment from the school district.
