<br />I <br /> <br />I <br /> <br />III <br /> <br />Council Meeting Minutes <br />May 26, 1987 <br /> <br />In response to Benkels inquiry about enforcement, Mattila indicat- <br />ed he had spoken with Pat Morrison, Arden Hillsls City Administra- <br />tor who stated enforcement has been an administrative nightmare <br />, <br />but hopes, after a period of time, the burden will be reduced sig- <br />nificantly. <br /> <br />Gunderman believes additional parking spaces, even up to 2,000 <br />spaces, would not alleviate the problem unless some changes are <br />made; feels the taxpayers are paying for the buses and should not <br />have to pay for blacktopping; and surmises the need for a large <br />amount of overflow parking should be decreased with the newly <br />scheduled early activity bus and a permit parking system. <br /> <br />Benke agrees there is a need to reduce driving and increase bus <br />use. <br /> <br />David Growth, lrondale Senior High School Principal, stated park- <br />ing permits are based on a philosophy of student need (jobs, joint <br />classes in colleges, etc.) and was passed by the Board in the be- <br />ginning of the third quarter; Mounds View implemented it, Irondale <br />did not because implementing it would force others onto the <br />street; explained the second phase is to lease the Chapel IS park- <br />ing lot (Paul Donley, Director of Community and Support Services <br />for Independent School District No. 621, has begun the leasing <br />process); and the two-hour parking around the school would elimin- <br />ate the street-parking problem as it has with Mounds View's High <br />School. <br /> <br />Donley stated the school board approved and has funds for the <br />1988-89 school year for an activity bus to run one hour after <br />school adjourns in addition to the regular activity bus which <br />leaves three hours after school adjourns. <br /> <br />Benke senses hesitation on the part of the council to approve any- <br />thing until there is a guaranteed commitment; stated he supports <br />Planning Commission and their efforts to solve the problem; and <br />noted staff has suggested some conditions. <br /> <br />Benke suggested adding to SP-138, Item No.2, a deadline of Sep- <br />tember 1, 1987, for 50 additional spaces with the Agreement being <br />in the interim we would also develop a sign plan with the assump- <br />tion the lease option would be successful. In addition to that, <br />we need to follow up on the education of the students and parents <br />that allowing the children to drive will cost the taxpayers money. <br />Benke also suggested attaching a cost to the student permits to <br />allow the school district to recoup the cost of leasing space; and <br />encouraging carpooling. <br /> <br />Benke insisted those alternatives be evaluated; and suggested <br />council approve SP-138 with the amended condition. <br /> <br />Blomquist believes the measures Benke outlined are a part of a so- <br />lution but finds it difficult to approve without providing addi- <br />tional parking spaces on the Irondale property; the idea of leas- <br />ing the Chapel IS parking lot is a good one as supplemental parking <br />but doesn't believe the school can count on all of the Chapel IS <br /> <br />p..
