<br />I <br /> <br />I <br /> <br />III <br /> <br />Council Meeting Minutes <br />May 26, 1987 <br /> <br />Mattila reviewed site plan, slides of existing over-flow parking <br />problems and potential off-street parking sites, and briefly re- <br />viewed staff report concerning an application for a special use <br />permit, non-conforming use permit, and site plan review to <br />construct a 9,500 square foot addition onto Irondale High School; <br />and noted the Planning Commission recommended denial of SP-138, <br />NC-79, and LP-206 due to inadequate off-street parking facilities <br />on the subject site and the lack of a specific proposal for addi- <br />tional off-street parking. <br /> <br />In accordance with Benke's request, Mattila reviewed and explained <br />the recommendation with conditions, stating enforcement would be <br />through the building permit process (could revoke special use per- <br />mit or stop construction activity until an off-street parking pro- <br />posal was submitted). <br /> <br />Benke noted the resolution for SP-138 does not provide a time- <br />frame for which the parking space would be provided; Mattila indi- <br />cated that should be included in the condition. <br /> <br />Mattila'explained the 70-stall condition was selected from a vis- <br />ual inspection of the site {current 60 cars using off-street park- <br />ing and ten cars currently parking in the aisles and in the medi- <br />ans; and noted the City Attorney suggested a specific number which <br />could then be varied. <br /> <br />Benke believes it is undesirable to pave over green space and <br />stated the logical alternative would be to leasing 50 spaces from <br />the Sunnyside Chapel and decreasing the condition to 50 spaces. <br /> <br />Mattila indicated the Mounds View High School was able to elimin- <br />ate on-street parking without providing additional off-street <br />parking; but would like to see a complete package for lrondale <br />High School where there would be 70 stalls provided on the site or <br />a combination of 50 stalls at Sunnyside Chapel and perhaps 20 <br />stalls on the lrondale site to minimize the blacktop area at Iron- <br />dale; and believes 70 parking spaces plus additional off-street <br />parking with signage would be a major step in resolving the issue. <br /> <br />Benke asked if the 70 stall number assuming there would be two- <br />hour signage on Poppyseed; Mattila stated, regardless of how many <br />stalls are provided, there should be signage on the streets. <br /> <br />Benke agrees we need <br />this Fall.
