<br />1 <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 12, 1987 <br /> <br />OIMeara indicated State law does not state if you guarantee as- <br />sessed value it will be enforceable; you can, however, guarantee a <br />reasonable market value on which the County signs off on. <br /> <br />In response to Benke's comment, Locke responded the city has a <br />quality proposal that is consistent with the original concept <br />plans and has the best financial arrangement we can expect on this <br />particular area. <br /> <br />Brama reviewed history of his firm, his proposal for a 32-unit <br />apartment building, and then explained the market and value for <br />empty-nesters. <br /> <br />Brandt asked if the ponding area is a part of the property; Brama <br />stated it is and it will be enhanced, indicating he is working <br />with the Rice Creek Watershed District. <br /> <br />Motion by Gunderman, seconded by Blomquist, to WAIVE THE READING <br />AND ADOPT A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF <br />A CONTRACT FOR PRIVATE DEVELOPMENT WITH RICHARD L. BRAMA AND <br />ANGELA BRAMA. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />In response to Williams's inquiry, Brama indicated he would like <br />to be in the ground next month as he would start without financ- <br />ing, other than his own cash and borrowing from the bank, and <br />indicated he would like to own the buildjng without a mortgage. <br /> <br />Locke had nothing to add to the staff report concerning an ap- <br />plication for site plan review, special use permit, and non-con- <br />forming use permit to construct an 11,505 square foot addition <br />onto Pike Lake Elementary School; and noted the architect and <br />representatives of the School District were present to answer <br />questions. <br /> <br />Brandt asked if there would be a ~roblem with the resolution, as <br />the curbing requirements in the resolution will be deferred until <br />a later date; Locke indicated it would not be a problem. <br />John Aukland, Coordinator of Sites and Transportation for the <br />School District, stated the District has a cooperative agreement <br />with the Mounds View District and the Northeast Metropolitan <br />Intermediate School District No. 916 and have levied the bonds for <br />the project. <br /> <br />Bill Martin, architect, stated, at the owners direction, has put <br />on an addendum to the plans which are out for bids incorporating <br />the trash enclosure and leaving out the portion of curbing which <br />requires resolution with the city. <br /> <br />In response to Benke's question, Aukland stated there will be some <br />joint costs incurred for the parking lot; and is looking for the <br />safest way to use school and park for both vehicles and pedes- <br />trians. <br /> <br />Proper indicated he would have no problem with the plan. <br /> <br />Page 12 <br /> <br />SP-141, NC-76, <br />LP-209 <br />Pike Lake <br />Elementary <br />School <br />Report 87-134 <br />Resolution 87-56 <br />Resolution 87-57 <br />
