PROVISION OF A DUMPSTER ENCLOSURE PER CHAPTER 11 OF THE CITY <br />CODE. <br /> <br />4 Ayes - 0 Nayes - 1 Abstention (Gu~derman),' Motion Carried <br /> <br />Motion by Benke, seconded by Blomquist, to DEFER ACTION ON THE <br />PURCHASE OF GORDON HEDLUND1S PROPERTY IN TAX INCREMENT FINANCING <br />DISTRICT NO.6. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Berger had nothing to add to the staff report concerning the se- <br />cond reading of the proposed weed ordinance. <br /> <br />Motion by Brandt, seconded by Williams, to WAIVE THE SECOND READ- <br />ING, APPROVE THE SECOND READING, AND ADOPT AN ORDINANCE AMENDING <br />SECTION 17, NUISANC~S, OF THE CITY CODE (as it relates to weeds). <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Egan indicated the intent of the agenda item is the introduce the <br />council to the optical scan voting equipment-and to adopt a reso- <br />lution indicating the city's support of Ramsey County's coordina- <br />tion of the election process. Egan indicated Pat Synan, election <br />coordinator, was present to respond to questions and comments. <br /> <br />In response to Benkels comment, Synan indicated the city has 35 <br />well used voting machines (between 1960 and 1972 the city pur- <br />chased 20 new machines; five new machines in 1972; five recondi- <br />tioned machines in 1976; and five used machines in 1978). <br /> <br />Williams asked if there would be a salvage value on the current <br />voting mach;.nes; Egan stated a determination would be made before <br />the 1988 budget. <br /> <br />Mr. Otto Johannes, Government Business Systems, reviewed the oper- <br />ation of the scanning machine and indicated both Hennepin County <br />and Ramsey County established task forces to review the use of <br />optical scan voting equipment. <br /> <br />In response to Gunderman's question regarding maintenance of the <br />scanners, Johannes indicated there will be a local warehouse/main- <br />tenance facility in Minneapolis. A maintenance contract, to in- <br />clude testing the equipment before each election, can be purchased <br />or repair could be done on a time-material basis.
