<br />1 <br /> <br />I <br /> <br />J <br /> <br />Council Meeting Minutes <br />May 12, 1987 <br /> <br />Sinda further explained both groups are very much interested in <br />economic development issues and both have something that might be <br />of interest to New Brighton; and recommended New Brighton become a <br />member of the Metro East Coalition in order to be aware of what <br />they are working on so we can keep ourselves in a good position <br />for future economic development. <br /> <br />Benke reviewed the history of the Northern Mayors' Association and <br />the Metro East Coalition and stated the commOn goal of both groups <br />is economic development and they are trying to shift emphasis, <br />gain attention, and encourage developers and businesses to consi- <br />der areas outside the 494-35W suburban area; we can support activ- <br />ities to draw attention to the east, north, east and can establish <br />contacts and ideas. In addition, Benke has been talking with the <br />Mayors of Roseville and Shoreview to focus attention on the 35W <br />north corridor because we are on the fringe of both groups; and <br />would recommend approval of the city's membership in the East <br />Metro Coalition. <br /> <br />Motion by Gunderman, seconded by Williams, to APPROVE GENERAL <br />MEMBERSHIP FOR THE CITY OF NEW BRIGHTON IN THE METRO EAST COALI- <br />TION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Locke reviewed staff report concerning a budget amendment for <br />updating the zoning ordinance with regard to parking requirements, <br />and indicated the staff has gone as far as it can doing in-house <br />work and believes we need a consultant to work with staff to get <br />some technical input. <br /> <br />In response to Benke's question, Sinda indicated the funds could <br />be taken from annual reserves or savings in other areas. <br /> <br />Williams has full faith in the ability of Gair & Associates and <br />$2,000 is not a lot of money, but asked if we have looked into the <br />possibility of investigating information from other cities who <br />have recently updated their parking ordinance; Locke indicated we <br />have collected information from a number of other communities, but <br />indicated one key reason for using Gair is that he is working with <br />developers in other areas and can see how the standards are work- <br />ing. <br /> <br />Because staff has found there is a wide range of what is being <br />used in other communities, it is looking for more specific ex- <br />perience and Locke believes staff will find engineering expertise <br />as it works with Gair & Associates as well as Orr-Schelen-Mayeron <br />& Associates. <br /> <br />From a staffing and delivery perspective, Benke asked to what <br />extent the city cannot do the work itself; Locke did not believe <br />staff has the expertise and indicated it would take us a long time <br />to get to the comfort level with staff's revised standards and <br />would prefer to have technical persons to draw on for input. <br /> <br />Page 15 <br /> <br />Budget Amendment: <br />Zoning Ordinance <br />and Parking <br />Requirements <br />Report 87-139 <br />
