<br />council Meeting Minutes <br />May 12, 1987 <br /> <br />I Benke announced Councilmember Schmidt had resigned for personal <br />and professional reasons, then explained two options to fill the <br />vacancy: fill immediately by appointing a person familiar with <br />council business, or advertise the vacancy and then make the <br />appointment from the applicants. <br /> <br />Motion by Benke, seconded by Williams, to WAIVE THE READING AND <br />ADOPT A RESOLUTION ACCEPTING RESIGNATION OF STEVEN B. SCHMIDT AND <br />DECLARING A VACANCY ON THE CITY COUNCIL. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke stated he will miss Schmidt's assistance and experience, who <br />solved problems and identified opportunities, but expects to work <br />with Schmidt in his new capacity. Brandt echoed the Mayor's sen- <br />timents and added Schmidt has contributed a great deal to the <br />community by his service on the council and personally expressed <br />gratitude as a resident and, even more, as a fairly new council- <br />member who benefitted greatly by his experience and willingness to <br />share. Williams matched the opinions of Benke and Brandt. <br /> <br />Benke announced there would be an official recognition for <br />Schmidt1s service at a later date. <br /> <br />I <br /> <br />Upon hearing of the vacancy, Benke began consideration of the two <br />options. Benke leans toward the first option because we are very <br />quickly entering the budget development process as well as,a major <br />decision on our contamination lawsuit; therefore, he would like to <br />concentrate on those issues, thereby saving council time and staff <br />time. <br /> <br />The conclusion was reinforced when Roger Blomquist, a former coun- <br />cilmember who continues to serve the city on the Planning Commis- <br />sion, agreed to serve Schmidt's unexpired term. <br /> <br />Motion by Benke, seconded by Williams, to WAIVE THE READING A <br />ADOPT A RESOLUTION APPOINTING ROGER BLOMQUIST TO FILL A VACANCY ON <br />THE CITY COUNCIL, WITH A TERM EXPIRING DECEMBER 31, 1987. <br /> <br />Williams, given the short time that is left of Schmidt1s term and <br />the weightiness of the items before us, believes the position de- <br />mands someone who has prior experience and can serve the city from <br />the moment appointed; and believes Blomquist is an excellent <br />choice. <br /> <br />Gunderman also supports the decision. <br /> <br />1 <br /> <br />Brandt agreed and, given the obvious advantages of appointing <br />Blomquist because of his recent service to the city and his con- <br />tinuing contact, felt it would be almost dishonest to open the <br />process to applicants if, in fact, we know we need someone who is <br />prepared and ready to help with the immediate decisions. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Egan administered the Oath of Office to Blomquist. <br /> <br />Page 2 <br /> <br />Resignation: <br />Councilmember <br />Schmidt <br />Report 87-119 <br />Resolution 87-47 <br /> <br />Appointment of <br />Roger Blomquist <br />Councilmember <br />Resolution 87-48 <br />
