<br />1 <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 12, 1987 <br /> <br />Benke announced he would be signing a Proclamation for the Veter- <br />ans of Foreign Wars's sale of Buddy Poppies on May 16, 1987, as <br />well as a proclamation supporting the activities of Stage Door1s <br />Angelettes's trip to Russia. <br /> <br />With regard to a petition regarding damage to curbing in the down- <br />town area, Benke stated he has observed the problems and indica- <br />ted, because the work is not complete, council would not be taking <br />any final action on the petition this evening. <br /> <br />Roger Dalzen, 687 Fourth Avenue N.W. read and presented a 61-sig- <br />nature petition to the council; Benke accepted the petition. <br /> <br />Dalzen reviewed curbs, gutters, and other problems through a com- <br />bined presentation of pictures and slides. <br /> <br />Dalzen indicated City Engineer said epoxy patch would look fine; <br />Dalzen questioned what it will look like in five or six year and <br />asked that the contractor replace everything; feels epoxy is very <br />inferior and doesn't want to have new curbs installed again in ten <br />years. <br /> <br />Dan Dahms, 674 Fourth Avenue N.W., feels the same way, emphasizing <br />the councilmembers are to be representing the residents, and <br />stated he was unhappy with representations of the City Engineer. <br /> <br />Benke indicated the project is not yet complete, and noted staff <br />does need to make some judgements. <br /> <br />Regarding phone calls, Proper stated he has responded to every <br />call as quickly as he possibly could. <br /> <br />Bob Dalzen, 690 Third Avenue N.W., stated when the alley was being <br />ro 11 ed, he asked about the bump and the dri ver responded, "What <br />you see is what you get." <br /> <br />Garth Felty, Midwest Asphalt, the prime contractor for the <br />project, stated he was on the project when it started, was removed <br />from it in September, and was disappointed the way he found it <br />this Spring, noting it was not acceptable. He realizes there are <br />problems with some areas: the mounds of dirt; noted the bobeat is <br />a labor saving device but it does not save all of the labor, and <br />some of the drivers were careless; some badly broken curb has been <br />replaced (six months later cracks over catch basins may form) and <br />the replacement will be as good as the old curb was; and stated <br />some swells could have been prevented, but noted tests had been <br />taken and standard materials were used. <br /> <br />Page 3 <br /> <br />Proclamations: <br />VFW Buddy Poppies <br />Stage Door Angel- <br />ettes to Russia <br /> <br />Petition: Curbing <br />in Downtown <br />
