<br />Council Meeting Minutes <br />April 28, 1987 <br /> <br />1 <br /> <br />Wheaton indicated twelve For Sale signs are on Long Lake Road be- <br />tween 1-694 and County Road H and noted last summer 20 to 30 homes <br />changed hands because of the project which is damaging the value <br />of property. Wheaton further pointed out that those who will <br />benefit are those that live a few blocks off Long Lake Road, and <br />firmly believes the children will be endangered by increased traf- <br />fic, speeding, and improper passing, in addition to wildlife that <br />will be impacted by the increase in traffic and noise. Wheaton <br />feels there will be in increase in accidents when residents try to <br />back out of their shortened driveways; and, based on council ac- <br />tion on the northern end of the project, has no illusion that to- <br />night's comments will have an impact on its decision. <br /> <br />Schmidt believes Wheaton did not follow the project if he believed <br />no changes had been made based on residents' input; Wheaton stated <br />he did not receive notification of meetings until last'June. <br /> <br />Schmidt advised Wheaton the council did not blindly accept the <br />original design for the northern section without seeking comments <br />from the residents and changing the design to accommodate those <br />comments as much as possible. <br /> <br />I <br /> <br />Joan Krueger, 1394 Kari Lane, still opposes the three lanes and <br />the 50-foot roadway, believing a 40-foot roadway between 14th <br />Street 1-694 is adequate; feels the upgrading of the road will en- <br />tice speeders; and suggested doing away with snow storage space <br />and construct the sidewalk against the roadway in this particular <br />area. <br /> <br />Laura White, 1206 - 12th Avenue N.W., stated she has seen the <br />council change the plan from four to three lanes, believes the <br />center lane is very good and will handle traffic well; and <br />appreciates council's patience and understanding. White pointed <br />out that some homes on the east side will be very close to the <br />roadway, also. <br /> <br />Regarding underground utilities, Schmidt stated the entire city <br />pays the cost, but the individual homeowner will be assessed a <br />franchise fee of about $2.00 per month; Proper indicated a fee <br />equal to about four percent (4%) of utility bills for either four <br />or five years would pay for the project. <br /> <br />Reha favors the undergrounding <br />tic and safety points of view; <br />would not be as offensive as <br />fee is worth the value. <br /> <br />of wires, particularly from aesthe- <br />feels the box on some properties <br />overhead lines; and feels the small <br /> <br />1 <br /> <br />Krueger asked if a home already having underground wires, would <br />again be assessed; Proper indicated the current underground fee is <br />for service to the house from the pole, but the franchise fee is <br />the large overhead wires and the poles.
