<br />Council Meeting Minutes <br />April 28, 1987 <br /> <br />1 <br /> <br />to be ignored by drivers, except where there is a school, church, or <br />park. Leonard further indicated the gas tax funds would not pay <br />for such a crossing but, should the city decide to install <br />something, the city could pay the cost. <br /> <br />Williams asked council, staff, and county to review various types <br />of crossings for safety reasons rather than whether or not gas tax <br />funds would pay for the crossing. <br /> <br />Leonard indicated discussion is centered around a strip where only <br />66-feet of right-of-way exists, rather than the normal recommended <br />width of 86 feet, so the project faces constraints in that area <br />and has to be factored into the design, unless additional right- <br />of-way is purchased. <br /> <br />Brandt asked if there is a previous draft of the design which in- <br />corporates Reha's suggestion for a detached 8-foot wide bicycle <br />lane on the east side and the sidewalk on the west side; Leonard <br />stated that was one of the original alternates in the design but <br />that it did not work with a 50-foot roadway. <br /> <br />I <br /> <br />Leonard further indicated variances from design standards are fre- <br />quently requested but, to his knowledge, Ramsey County has never <br />requested one;. and noted any variance request must be accompanied <br />by a resolution from the agency accepting responsibility associa- <br />ted with deviations from the standard. <br /> <br />Reha urged the City Council to look at that option. <br /> <br />In response to Brandt1s inquiry, Leonard indicated an additional <br />10 feet would have to be acquired from Pike Lake Circle to 14th <br />Street for a detached path on the east side. <br /> <br />Brandt would be interested in a rough estimate of what it would <br />cost to pursue that option. Schmidt asked Proper and Leonard to <br />try to address what the cost might be for the length between 1-694 <br />and 14th Street so council has the information to make a know- <br />ledgeable decision. <br /> <br />Oosterhuis, based on his drawings. stated he was looking for a <br />variance based on the gas tax funds being made avail-able; if we <br />do get a variance, there may be a portion of funds still available <br />by eliminating the center turn lane; there is a variation that <br />could be achieved and the City Council should take it into consid- <br />eration (this is a residential street, not a commercial street and <br />the road is very close to residences on the west side). <br /> <br />1 <br /> <br />Schmidt reviewed the three options: the plan as proposed, addi- <br />tional land acquisition for a detached bike pathway, or a variance <br />request. Schmidt suggested it would be appropriate to consider <br />the three options and indicate the timetable and process to be <br />followed with regard to the acquisition as well as a variance. <br /> <br />Page 9 <br />
