<br />1 <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 28, 1987 <br /> <br />Public Hearing <br /> <br />Proper reported the purpose of this meeting is to resolve some <br />issues on the southern portion of the Long Lake Road project; <br />noted on June 10, 1986 the northern portion was approved by coun- <br />cil; and briefly summarized the revised plan for the southern por- <br />tion. <br /> <br />Schmidt clarified that, at $17 per linear foot, the owners of an <br />average 75 foot city lot would be assessed about $1200-$1300 for <br />curbing, etc.; and the total could be $2000 if all of a lotls <br />drainage is toward Long Lake Road. <br /> <br />Wayne Leonard, Ramsey County Engineer, reviewed the schedule for <br />the project, noting the northern portion has been delayed because <br />of the issues with Williams Pipeline Company. Leonard felt if <br />the issues are resolved soon, northern construction would begin <br />shortly, with the sidewalk near Irondale High School completed <br />prior to the beginning of the 1987-88 school year, the project <br />would be completed by Thanksgiving, with the exception of sod work <br />and final details which would be done in the Spring of 1988. <br /> <br />Leonard indicated Ramsey County will be proceeding with the devel- <br />opment of detail plans for-the southern portion and those plans <br />will be back to the city in July with cost estimates; construction <br />would begin in Spring of 1988, with completion by Fall of 1988. <br />Leonard indicated due to the bridge over 1-694 being reconstructed <br />in 1989, there may be some times when the ramps will be closed, as <br />they will also undergo reconstruction. Leonard assured council, <br />staff, and audience -that provisions will be made to carry traffic <br />through the construction area during the entire project. <br /> <br />Schmidt indicated the order of discussion of this agenda item <br />would be (1) the road design and storm sewer between 14th and <br />19th; (2) the road design and storm sewer between 14th and 1-694; <br />and (3) undergrounding utilities. <br /> <br />In response to Gunderman1s request, Leonard explained the use of <br />gas tax funds to improve roadways, indicating county funds are not <br />used for concrete sidewalks; but noted the county strongly sup- <br />ports the recommendation to separate pedestrians from the roadway. <br /> <br />In response to Schmidt's comment that the residents will be <br />assessed a small portion of the total cost, Leonard indicated the <br />actual total construction cost is approximately $250 per linear <br />foot. <br /> <br />Rick Wheaton, 1607 Long Lake Road, felt the major concern seems to <br />be safety and questioned how many accidents have occurred on Long <br />Lake Road that involved pedestrians or bicyclists; Proper indica- <br />ted in 1981 there were 15 accidents involving property damage, 16 <br />in 1982, and 12 in 1983; Leonard indicated experience shows once a <br />roadway is improved with curbs and gutters, there are fewer motor- <br />ists using bike lanes for passing. <br /> <br />Page 3 <br /> <br />Public Hearing <br /> <br />Long Lake Road <br />Report 87-109 <br />7:50-10:50pm <br /> <br />!4th St. to 19th St. <br />
