<br />Council Meeting Minutes <br />April 28, 1987 <br /> <br />1 <br /> <br />Wheaton stated he sees the need for resurfacing, but not sidewalk <br />or bike lanes; feels speeding and improper passing would be a <br />problem. Schmidt stated traffic laws will be enforced. <br /> <br />Wheaton feels six-foot bike lanes would give homeowners two more <br />feet of lawn; Leonard indicated eight-foot lanes accommodate two <br />side-by-side bikers (14th to 19th) and the County feels biking <br />will be single file adjacent to heavier volumes of traffic, there- <br />fore, six-foot lanes would be sufficient from 1-694 to 14th Street <br />N.W. <br /> <br />Leonard further indicated three lanes of traffic is proving to be <br />amazingly safe and indicated MN/DOT is also going to the three- <br />lane design and believes the County has addressed safety issues. <br /> <br />Proper indicated it would be desirable to have 8-foot lanes <br />through the entire project; Wheaton believed 6-foot lanes would be <br />desirable. <br /> <br />Schmidt asked Proper and Sinda to focus on the concerns, especial- <br />ly regarding safety. <br /> <br />I <br /> <br />Florence Myslajek, 1820 Long Lake Road, stated she is in favor of <br />sidewalks and bike lanes, believing it will give greater safety to <br />those walking; as a driver, she would like to see walkers in a <br />designated area. <br /> <br />Myslajek asked how flow of water will be determined; Proper indi- <br />cated it will be from a survey, unless there is already informa- <br />tion from a previous project. <br /> <br />Bob Norell, 1842 Long Lake Road, reminded council of items pre- <br />sented in the past (1985 and 1986 petitions) and is a part of the <br />records from past meetings. Norell asked that a five-foot side- <br />walk be installed by Irondale, but no sidewalk be constructed <br />south of 19th Street because of the intrusion of sidewalks on pro- <br />perty, particularly where the homes are quite close to the road; <br />believes the city has met its safety requirements by including the <br />sidewalk on the north portion by the school. Norell further ad- <br />vised that a number of people have left the neighborhood because <br />of the city's proposed project. <br /> <br />In response to Norell's comment about Mr. Bochenski's tree, Brandt <br />asked staff to look at the situation. Norell stated the tree is <br />too large to transplant; sidewalk goes two feet from the trunk; <br />Proper stated he would go out and look at the situation. <br /> <br />I <br /> <br />Schmidt recalled the original design of the road was 44 feet with <br />the sidewalk, the bike lanes, etc.; that has been reduced to 40 <br />feet as a result of the informational meetings held with residents <br />who expressed their concerns at that time. Leonard confirmed <br />affirmatively, on half of the road; the width of the boulevard <br />was reduced to pull the sidewalk five feet away from the property line. <br /> <br />Page 4 <br />
