<br />PRD #27 <br />UN-206 <br />Page #2 <br />neighborhood concerns for development of this property center on; <br />(1) desire for a adequately sized public park; (2) desire for a <br />development encouraging ownership of housing units; (3) desire for <br />provisions for proper maintenance of units; (4) desire for units <br />that. are comparable and compatible with adjacent development; <br />(5) desire for a development at a density that is compatible <br />with the general area and not over powering.; and (6)`desire for single- <br />family homes adjacent to 29th Avenue. <br />The approval of the proposal requires approval of several related. <br />but separ-ate, issues which are:. <br />1. Preliminary PRD <br />2. Variance VN-206 <br />3. Preliminary Plat <br />4. Rezonings R-103 <br />-- . __ <br />#27 <br />PL-118 <br />:and R-107, or R-109 <br />The Planning Commission is recommending approval of a property re- <br />zoning to R-1, Single Family along 29th Avenue with the balance <br />of the property being rezoned. to R-2, Two Family residential. -(This <br />being the R-109 Council Initiated Rezoning). <br />R-103, 107 and 109 refer to rezoning the property from its mostly <br />B-3 General Business current zoning to the residential classifications. <br />PRD #27 refers to the preliminary development or concept plans. <br />VN-206 refers to the variance application that is required as the <br />applicant is seeking a higher density than permitted under a PRD. <br />PL-118 refers to the preliminary plat that is always a part of a <br />PRD and is the actual subdivision of property establishing property. <br />lines. <br />The Planning Commission is also recommending approval_of the variance, <br />preliminary plat .and preliminary .PRD subject to a number of conditions. <br />Staff concurs with the Planning Commission's recommendation with a <br />reservation regarding the number of units permitted. <br />COMPREHENSIVE PLAN <br />The Land Use section of the proposed Comprehensive Plan states the. <br />following about the subject property: <br />"The area west of the Rice Creek Center is indicated as <br />low density residential. Some slightly higher density <br />could be considered for a portion of this area provided. <br />the development plan provides adequate amounts of <br />private open-space and 1-and for public park use: <br />Development of this area .should be through the Planned <br />Residential Development (PRD) procedure and should <br />include a variety of fiousing types .:° <br />
