<br />PRD #27 <br />VN-206 <br />Page #3 <br />The Community Facilities section of the proposed Comprehensive Plan <br />adds the following: <br />"The northwest corner of the City bounded by Stinson <br />Boulevard, County Road H, Silver Lake Road and Rice <br />Creek Road, and divided by Rice Creek and railroad <br />tracks. is the only remaining neighborhood not served <br />by a neighborhood park." <br />PRD PROVISIONS <br />While the PRD provisions or requirements are generally well under- <br />stood I think it is good to note that the PRD ordinance recognizes <br />that in a PRD variations in density, bulk, height:, setback and other <br />regulations may occur. Further that the stated purpose of the PRD <br />section of the zoning ordinance is to provide for and encourage <br />advances'in housing-design; changes in„types of dwellings; :more <br />flexibility in layout and site planning; the development of the <br />life-cycle environment; and the more efficient use of land, open <br />space and public facilities." <br />The PRD's approved and completed to date have generally bee n, for a <br />single type of development, like a71 single=family homes or all <br />townhouses. In a few cases there has been a combination of two.. <br />uses such as single family and townhouses. The previous PRD's are <br />also generally characterized by having some amount of.private open <br />space and a homeowners association to provide for the maintenance <br />and regulation of the development and private open space. To my <br />knowledge, public open space fias never been proposed in any previous <br />PRD application. <br />The propo-sal in this case to dedicate land for a public. park has given <br />cause for the variance application VN-206 since the applicants are <br />seeking, in essence, a credit for the donated land. The reason for <br />this situation is that once the parkland is given to the City it <br />becomes unusable in terms of density calculations, the same as in <br />the case of public streets. In PRD's where theopen space is to be <br />private the~open space land is permitted to be "counted" toward the <br />density calculations. <br />ZONING & DENSITY <br />In this section we will review the density calculations in regard to <br />the various rezoning cases. The calculations vary slightly -from the <br />previously received reports. The reason for this is that the <br />applicant has revised the p-tans along the lines of the Planning <br />Commission recommendation and the cul-de-sacs have been shortened <br />somewhat.
