HEAD'S APPROVAL: `.? r?,?F 1 114pt? <br />MANAGER'S REVIEW/RECOMMJEND,ATIO <br />No comments to supplement this report Comments below/attached <br />EXPLANATION/ SUMMARY (attach supplemental sheets as necessary): <br />SUMMARY <br />The Council delayed consideration concerning the driveway based on Planning Commission <br />consideration of the building permit for the Erickson Super Valu facility to be located <br />on the same site. Attached for Council review is the preliminary site plan for the <br />proposed building and Planning Commission minutes. As indicated in the minutes the <br />representatives of Erickson's have indicated that they would like time to revise the <br />plans and prepare necessary agreements. The representatives speculated that the <br />revised proposal will be before the Council at its October 12, 1982 meeting. It was also <br />stated that construction of the facility would not take place before next spring or <br />summer. <br />In regard to the driveway, staff has two items forthcoming: <br />1. October 1, 1982 - Pre-Trial Hearing on the citation issued by staff; and <br />2. October 9, 1982 - The temporary certificate of occupancy expires. According <br />to previous' Council action staff cannot issue a final certificate of occupancy <br />until the driveway situation is resolved. <br />RECOMMENDATION <br />Staff has no specific recommendation - but offers the following alternatives: <br />1. Grant the closing of the driveway and order Mr. Ernst to barricade the <br />driveway; or <br />2. Require that the driveway be surfaced with a 11" to 2" bituminous mat <br />and be maintained; or <br />3. Require that the driveway be well-maintained without pot holes and have <br />a dustless surface. <br />I r M. Archer, City Planner
